This is an important transport project to enhance regional connectivity with a total length of 31.5km, starting on July 19, 2023 and expected to be completed on December 5, 2025.
The project has handed over 15.7km of land, reaching 49.8%. Construction output reached 192.7 billion VND, equivalent to 37.34% of the contract value. Capital disbursement in 2025 reached more than 50.3 billion VND, accounting for 30.9% of the allocation plan with sources from local and central budgets and ODA capital. However, progress was hindered due to discontinuous handover of land.
The current resettlement areas are being implemented slowly, affecting the land allocation for households that will be cleared. In addition, the shortage of earth, sand, and stone materials; and the lack of relocation of electrical infrastructure and fiber optic cables also hinder the project's progress.
Through field surveys and working with representatives of relevant departments, agencies and communes, Chairman of the City People's Committee Luong Nguyen Minh Triet emphasized that this is a key project of the old Quang Nam province and now the new Da Nang city.
The Chairman of the City People's Committee requested relevant departments, branches and localities to focus on consulting, actively coordinate implementation and speed up the project's progress.

“If we do not take drastic action, the project will be behind schedule, leading to a waste of resources and affecting the common goals. The new commune leaders quickly approached the relevant content to promptly remove obstacles.
“Clear responsibilities and deadlines are requirements. Each unit and locality clearly understands its specific tasks and deadlines, as well as its authority and responsibility. The project management board issues documents assigning tasks and clearly defining the authority of each relevant agency and unit,” the Chairman of the City People’s Committee directed.
The Chairman of the City People's Committee requested to apply the current compensation and resettlement plans, which are still in effect in the old Quang Nam area. Units are not allowed to wait for new policies, but must immediately implement them based on current regulations.
The application of the new policy will only be implemented when the Da Nang City People's Committee issues a new document that will take effect. The Quang Nam Traffic Construction Investment Project Management Board will coordinate to resolve problems related to materials and technical infrastructure, ensuring construction progress.
