Also attending were leaders of the Departments of Agriculture and Environment, Industry and Trade, Construction, Ethnic Minorities and Religion; and related branches and units.

The working group inspected the operation and regulation of the reservoir at Ban Ve Hydropower Plant, the largest hydropower project in the North Central region. According to the company's report, the water level in the reservoir is continuously decreasing day by day. On July 27, it was about 1,100m3/s, the lowest since the flood.

Faced with this situation, the plant has reduced the discharge flow to 1,000 m³/s through 6 gates, almost equivalent to the amount of water flowing into the lake. Currently, the water level in the lake is at an elevation of 200m. All employees of the company are on duty 100% to ensure continuous and stable operation. Currently, out of 35 measuring stations along the basin, only 1-2 stations have recorded rain, the weather is stable, the entire system is under control.

Vice Chairman of the Provincial People's Committee Phung Thanh Vinh acknowledged that Ban Ve Hydropower Plant has proactively implemented reservoir operation plans in accordance with procedures, ensuring safety for the project and downstream areas. In particular, it has proactively lowered the water level of the reservoir to welcome the recent flood. The Vice Chairman of the Provincial People's Committee also requested the plant to continue to closely monitor the development of floods and rains, coordinate with local authorities and related sectors to promptly respond to arising situations.

Next, the working group inspected the scene after the flood in 5 communes: Yen Na, Luong Minh, Tuong Duong, Tam Thai, Tam Quang and deeply flooded areas such as Hoa Binh market and Tuong Duong Medical Center.
Here, although the flood has receded for 3 days, the scene is still chaotic, covered in mud, many buildings and houses are severely damaged. People and authorities are trying to overcome the consequences, however, the workload is still very large.

Vice Chairman of the Provincial People's Committee Phung Thanh Vinh visited and shared the difficulties and losses that the government and people are suffering due to floods, and encouraged people to soon overcome difficulties and stabilize their lives.
On behalf of the provincial leaders, Comrade Phung Thanh Vinh presented support money to Yen Na and Luong Minh communes, each commune received 2 billion VND (the remaining communes had received this amount before), along with support for affected people. Power Generation Corporation 1 also presented support of 1 billion VND to 5 communes (each commune received 200 million VND).
