People-centered social security

"Social security is guaranteed; people's lives are improved; social policies have been promptly implemented... Social assistance work has gradually shifted to a human rights-based approach, with people at the center." General Secretary Nguyen Phu Trong made this assessment of the social security sector in his speech at the mid-term conference of the 13th Party Central Committee (May 15-17, 2023).

During the 13th National Congress, our Party advocates continuing to closely direct the entire political system and society to effectively implement social policies, ensure social security and welfare, and take people as the center.

Specifically, in the 2021-2026 period, the Party and State will focus on ensuring basic and essential needs of the people; improving housing conditions for the poor and low-income people in urban areas, gradually solving housing needs for workers in industrial parks; overcoming difficulties in land, planning, capital, procedures, and creating conditions for business organizations to participate in social housing development projects.

In 2021, the social security sector was ensured; social policies were implemented promptly, especially policies for people with revolutionary contributions, social protection policies, and measures to support businesses, workers, and people in remote and disadvantaged areas severely affected by the COVID-19 pandemic.

The Ministry of Labor, War Invalids and Social Affairs said that the Central Government and localities have spent more than 71 billion VND to support nearly 742 thousand employers, more than 42.8 million employees and other subjects.

The most prominent are programs to support employees and employers facing difficulties due to the COVID-19 pandemic under Resolution No. 68/NQ-CP; policies to support employees and employers affected by the COVID-19 pandemic from the Unemployment Insurance Fund under Resolution No. 116/ND-CP.

The total budget for implementing Resolution 68 is over VND 33,564 billion to support nearly 30.4 million beneficiaries. The budget to support 3 insurance policies alone is VND 5,438 billion; supporting 375,857 employers and nearly 11.4 million workers.

On July 24, 2021, the Government issued Decree 75/2021/ND-CP stipulating the levels of allowances, subsidies and preferential policies for people with revolutionary contributions. Since then, about 800 billion VND has been added each year to treat people with revolutionary contributions and their relatives. The whole country has about 9.2 million people with revolutionary contributions (about 10% of the population), enjoying preferential policies, of which nearly 1.4 million people are enjoying monthly preferential policies. Implementing Decision 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister , the housing support policy for people with revolutionary contributions nationwide has been basically completed. Nearly 393,707 households with revolutionary contributions have been supported, with an implementation cost of more than 10 trillion VND.

The number of people participating in social insurance by the end of 2021 is estimated at more than 16.5 million people, an increase of 2.1% compared to 2020, reaching 33.75% of the working-age workforce.
