On March 26, in Hanoi, Prime Minister Pham Minh Chinh met and had a dialogue with young people on the occasion of the 93rd anniversary of the founding of the Ho Chi Minh Communist Youth Union .
According to the Government Office , when asking a question, Nguyen Thanh Trung, a student at the University of Education High School for the Gifted, raised the issue of data protection and network security as a major challenge that Vietnam is facing. According to statistics, it is estimated that up to 35% of Vietnamese internet users are at risk of facing network security risks, the 6th highest in the world.
In the coming time, what solutions will the Government have to this issue to ensure cyber security?
Responding to this content, Deputy Minister of Information and Communications Nguyen Huy Dung said that network security is considered the brake of the digital transformation vehicle, not to stop this vehicle but to give us peace of mind to go faster and safer.
However, according to Deputy Minister Nguyen Huy Dung, there is a lot to do, and the solutions have been clearly pointed out by the Prime Minister in the national cybersecurity strategy.
There are two highlights, firstly, the three key forces to ensure network security are the Ministry of Public Security, the Ministry of National Defense, and the Ministry of Information and Communications. Secondly, the three target groups for network security protection are the key information systems of Party and State agencies; information systems of business agencies and citizens.
Commenting further on the thinking and methodology to solve this problem, Prime Minister Pham Minh Chinh said that everything has two sides, positive and negative, and progress can go hand in hand with obstacles.
"In life and thinking, I hope young people can always maintain balance in any situation, whether winning or losing, not being arrogant when winning, not being discouraged when losing," the Prime Minister expressed.
Prime Minister Pham Minh Chinh emphasized that we must always put people and things in motion and development; we must consider it normal that when there is one advantage, there will be another difficulty. The most important thing is to be steadfast in handling the problems effectively, in life as well as at work.
More specifically about the young man's question, the Prime Minister said: First, the Government must perfect the institution to ensure cyber security;
The second is to assign ministries and branches to handle problems if there are incidents, like yesterday's incident related to securities.
Deputy Minister of Public Security Nguyen Duy Ngoc directly directed the implementation of Project 06 (Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030), including parts related to cybersecurity;
Third, it is necessary to improve the capacity to handle cybersecurity issues using various measures;
Fourthly, we need to step up propaganda for the people to raise their vigilance and take preventive measures, in which young people must be the core and take the lead on this issue.
"I have shared that, for the youth movement to "survive", it must combine individual interests with collective interests and the interests of the country. Why did the "Three Ready" movement in the past have such vitality? Because this movement brings peace and unity to each individual and to the whole country," the Prime Minister expressed.
The Prime Minister has asked the Central Youth Union to focus on implementing three youth movements: Information technology learning movement; foreign language learning movement (to become both Vietnamese and global citizens); and environmental sanitation movement.
These three movements are both linked to the interests of each individual and to the interests of the entire nation. Of course, we put the common interest first and foremost, and within the common interest there are individual interests.
