In the scorching heat of midday in the mountainous region of Son Tay Thuong, we followed the youth union members to each household to implement the “Digital Literacy for the People” movement for the Ca Dong people. Wiping the sweat from his face, Mr. Dinh Van Chua quickly took out his smartphone from his pocket so that the union officials could guide him to access online public services.

Mr. Chua shared: “At first, I was hesitant because I didn't know how to use it or operate it, but after being carefully instructed by the union officials, I learned how to read the news, research, and learn more technical knowledge about farming and animal husbandry.”

Every seemingly complicated operation - from looking up news, scanning QR codes, to using the VNeID electronic identification... Mr. Chua was "guided by the hand" by the union officials, so it was easy for him to understand and use.

In addition, awareness of digital transformation, skills in using VNeID electronic identification application and digital platforms of many people are still very limited, causing difficulties in deploying online public services.

Through discussion, people said that they had installed the VNeID electronic identification application but did not remember the password or did not know how to use it, and every time they needed to carry out administrative procedures, they would go to the commune's Public Administration Service Center for guidance.

“Thanks to active propaganda, guidance and implementation, digital transformation in the village has gradually entered people's lives, bringing many positive signals,” said Mr. Bao.

Ms. Dinh Thi Vin was instructed on social networking skills and said that previously people did not know how to use smartphones and were especially vulnerable to scams by bad guys when participating in social networks.

“When the young people guided us, we were very excited because we knew what to avoid to prevent being scammed on social networks. We learned a lot of useful knowledge, knew how to distinguish between right and wrong information and did not participate in unofficial information sites to view one-sided information, which undermined people's trust in the Party and the State,” said Ms. Vin.

At the stilt house of the Ca Dong people, Dinh Thi Hang (19 years old) was pointed out by Ms. Dinh Thi Truc, Vice President of the Vietnam Fatherland Front and Secretary of the Youth Union of Son Tay Thuong commune, about many risks when participating in social networks, especially for Hang's age group.

“Children and adolescents can be actively or passively exposed to inappropriate information such as violent, provocative or pornographic content. Without the skills to analyze and assess online risks, they can face risks such as fraud, information theft or sexual harassment, kidnapping and human trafficking…”, Ms. Truc said.

Dinh Thi Hang was pointed out by Ms. Dinh Thi Truc, Vice President of the Vietnam Fatherland Front and Secretary of the Youth Union of Son Tay Thuong commune, about many risks when participating in social networks, especially for Hang's age group.

Hang was shared by the commune youth union cadres how to use social networks to sell goods, promote local specialties, and share images of cultural identity. She searched for jobs through the local official channels, and followed the Son Tay Thuong Red Flag channel of the commune police.

“I just came back from working in a restaurant in Da Nang . I found that I had to work far away without any income. The local authorities have advised me to look for jobs through official channels and not to listen to the lure of “easy work, high salary” as on social networks,” Hang said.

According to Ms. Truc, in the past, people's digital skills were still uneven. The number of people who could perform online public services, make good use of digital utilities related to healthcare, education , and online payments was not much. When people came to the Commune People's Committee to handle administrative procedures, commune officials, union members, and youth supported the implementation.

“Essential skills are taught directly, such as installing VNeID, using social networks safely, and supporting people in performing administrative procedures through online public service platforms. The “Digital Education for All” movement contributes to improving digital skills, helping people easily access public services, and also opens up many opportunities for economic development and improving the quality of life of people in mountainous areas,” Ms. Truc shared.
