Regarding voters' recommendations on policies for population officials, Minister Dao Hong Lan informed that in implementing Conclusion No. 25 of the Politburo, the Government has issued Decree No. 05/2023 on implementing preferential policies for officials working in preventive medicine.
However, during the implementation process, population officers are not included in the subjects of Decree No. 05.

"During that time, the Ministry of Health also received recommendations from voters regarding the policy for population officers. The Ministry of Health sent working groups to localities to grasp the situation. From there, the Ministry sent document 5492 to the People's Committees of the provinces to review the policy for population officers," Minister Dao Hong Lan informed.
However, the leaders of the Ministry of Health said that in the past, in implementing local policies, many places arranged population officers to do other work but did not enjoy the allowances according to regulations.
The Ministry has sent a document requesting the People's Committees of the provinces to review to ensure the correct job position and title. In case of having to perform other medical tasks, allowances must be ensured.
In addition, the Minister of Health said: "The Ministry has also proposed that when implementing salary reform in the near future, agencies and sectors need to pay more attention to the treatment regime for grassroots health workers, including those working in population work.
How to ensure the highest allowance according to regulations to ensure the medical team has enough working conditions".
Also related to a fundamental issue, which is the explanation and recommendations of voters sent to the 5th Session of the 15th National Assembly regarding the issue of hospital transfers, Minister of Health Dao Hong Lan said that this is to reduce procedures for people but at the same time ensure the sustainability of the health system as well as avoid overload.
Minister Dao Hong Lan informed that the 2009 Law on Medical Examination and Treatment stipulates that based on the conditions and criteria, medical examination and treatment facilities will be divided into 4 levels of technical expertise.
The Law on Medical Examination and Treatment (amended) stipulates 3 levels to ensure conditions for each level to be examined and treated at what level. From there, based on the response capacity of the medical facility and the patient's condition, appropriate arrangements can be made.
Applying electronic referral to facilitate people. This referral is to meet the treatment needs of people but is suitable for the treatment capacity of each level. In addition, it also avoids overloading the upper level.
Therefore, currently, the transfer is done in 2 streams: One is from lower to upper lines; Two is from upper lines to lower lines.
The Ministry is focusing on directing the use of electronic referrals and electronic health records to reduce difficulties and procedures for people.
Regarding the issue of health insurance drugs, to ensure the list of drugs for medical examination and treatment, the list of health insurance drugs has been developed and is regularly reviewed and revised.
By 2024, the Ministry of Health will issue a revised circular to meet the requirements of patient care and a sufficient list of drugs to meet treatment needs.
Currently, Vietnam is still considered one of the countries with the best drug list that meets the needs and supply capacity for patients.
Regarding the urging of Decree 75 amending and supplementing a number of articles of Decree No. 146/2018/ND-CP of the Government detailing and guiding measures to implement a number of articles of the Law on Health Insurance, this is something that medical facilities are very much looking forward to.
Immediately after the Decree was issued, the Ministry of Health coordinated with Vietnam Social Security to organize instructions on the implementation of Decree 75 to all localities.
Currently, the Social Insurance is also actively working with medical facilities to review outstanding payments for resolution. Facilities are filling out forms to filter reasonable expenses for payment according to regulations.
