Hanoi expands social insurance and health insurance support for policy beneficiaries

Hanoi City implements support levels for voluntary social insurance and health insurance contributions for social policy beneficiaries.

The Hanoi People's Committee has just planned to implement the regulations on the content and level of support for voluntary social insurance and health insurance contributions for social policy beneficiaries of Hanoi city according to Resolution No. 19/2025/NQ-HDND dated July 9, 2025 of the City People's Council.

According to the plan, beneficiaries of the policy are people who are permanent residents in Hanoi city and need support to pay voluntary social insurance (SI) and health insurance (HI), including:

People belonging to poor households, near-poor households, households escaping poverty, households escaping near-poverty according to poverty standards, multidimensional near-poverty standards; elderly people from 70 years old to under 75 years old who are not subject to compulsory health insurance and do not have a health insurance card;

People with mild disabilities who do not have health insurance cards (not including children with mild disabilities under 16 years old); ethnic minorities who are not subject to compulsory health insurance and do not have health insurance cards;

Students in difficult circumstances from households working in agriculture , forestry, or fishery with an average standard of living according to city standards, who have not been granted health insurance cards, are studying at educational institutions and vocational training institutions in the national education system (including public and non-public);

People in agricultural, forestry and fishery households with an average standard of living according to city standards;

Voluntary social insurance participants as prescribed in Article 3 of Decree No. 159/2025/ND-CP of the Government and are not subject to compulsory social insurance.

Regarding the content and level of support for voluntary social insurance: In addition to the level of support for voluntary social insurance contributions prescribed in Decree No. 159/2025/ND-CP of the Government, the city supports an additional 50% of the voluntary social insurance contribution for participants from poor households according to regulations of the Government and the Prime Minister; supports an additional 60% of the voluntary social insurance contribution for people from near-poor households; supports an additional 10% of the voluntary social insurance contribution for subjects specified in Section c and Section d, Clause 1, Article 5 of Decree No. 159/2025/ND-CP.

Regarding health insurance, the city supports 100% of health insurance premiums for poor household members recognized as escaping poverty and near-poverty at the same time, and near-poor household members recognized as escaping near-poverty; the support period is 36 months from the month of recognition as escaping near-poverty.

The city also supports 100% of health insurance premiums for the elderly from 70 to under 75 years old who are not subject to compulsory health insurance and do not have a health insurance card; supports 100% of health insurance premiums for people with mild disabilities who do not have a health insurance card (not including children with mild disabilities under 16 years old); supports 100% of health insurance premiums for ethnic minorities who are not subject to compulsory health insurance and do not have a health insurance card...

In addition, the city supports an additional 30% of health insurance premiums for people in households working in agriculture, forestry, and fishery with an average living standard according to the city's standards.

The City People's Committee assigned the City Social Insurance to preside over and coordinate with departments, branches, and sectors; the People's Committees of communes, wards, and related units to continue expanding and improving the quality and efficiency of the organization supporting the development of social insurance and health insurance subjects, and flexible and effective models of social insurance and health insurance collection organizations; and to direct grassroots Social Insurance to provide full guidance on the process, procedures, and documents on policies to support social insurance and health insurance premium payments.
