Hoa Binh Ward has the top 1 population in Phu Tho province.
With nearly 79,000 people, Hoa Binh ward is currently the most populous administrative unit in Phu Tho province and is among the most populous in the country.
Implementing the 2-level government model, Hoa Binh ward was established on the basis of merging the entire area and population of 7 previous wards and communes including: Phuong Lam, Dong Tien, Quynh Lam, Huu Nghi, Thinh Lang, Tan Thinh, Trung Minh. The ward Party Committee has 157 affiliated party organizations with over 6,000 party members. In the 2025 - 2030 term, Hoa Binh ward Party Committee focuses on implementing key tasks. In particular, the ward budget revenue is expected to increase by 15% next year compared to the previous year, reaching 48,303 billion VND by 2030.
Hoa Binh Ward is located in the center of the riverside urban area, with many agencies, schools, hospitals and modern infrastructure. The ward is expected to become a "core area" of development, creating a modern and dynamic urban space, bringing breakthrough growth momentum to the new stage of Phu Tho province.
Vinh Phuc Ward: Dynamic development center
Ranked second in population size is Vinh Phuc ward with about more than 78,000 people, on an area of more than 25km2.
The ward was established on the basis of merging the entire natural area and population size of 5 wards: Dinh Trung, Lien Bao, Khai Quang, Ngo Quyen, Dong Da (belonging to the old Vinh Yen city). Vinh Phuc ward is 25km east of the administrative center of Phu Tho province, Viet Tri ward, 55km northwest of Hanoi city and 25km from Noi Bai International Airport.
Located in the East of the province, bordering Hanoi, Vinh Phuc ward has a favorable position in traffic connection and economic development. This area is attracting many industrial, urban and logistics infrastructure projects. With synchronous infrastructure and abundant human resources, Vinh Phuc is gradually becoming a dynamic development center of the province as well as the Northern Midlands and Mountains.
Viet Tri Ward: Cultural and festival center
Viet Tri Ward has the third largest population, this is considered the political and administrative center of Phu Tho province.
Viet Tri Ward (Viet Tri City) is the third most populous ward in the province with about 70,000 people. This administrative unit was established on the basis of merging the wards and communes: Tan Dan, Gia Cam, Minh Nong, Duu Lau and Trung Vuong.
Viet Tri Ward is a place where many historical and cultural values converge, and is also the political and administrative center of the new Phu Tho province. This is also the location of major events such as the Hung Temple Festival and the Hung Kings' Commemoration Day, attracting millions of tourists every year.
The formation of “super wards” with a population of up to 70,000–80,000 people places high demands on the management apparatus and public service provision capacity. In addition to the advantages of synchronous infrastructure development, administrative adjustments also require flexibility in the organization of the apparatus, ensuring more effective service to the people.
In the context of increasingly strong urbanization, the construction of large wards is an inevitable trend, but it also needs to be accompanied by synchronous solutions for planning, population management and sustainable development. According to the new administrative unit after the merger, Phu Tho currently has 15 wards, these wards are the developed urban areas of the province. Phu Tho strives to achieve an urbanization rate of 35% by 2030. Thus, in the coming time, Phu Tho province will develop a plan to upgrade about 22 communes into wards or urban areas that play a role in promoting local socio-economic development according to Resolution No. 66.1/2025/NQ-CP dated July 18, 2025 of the Government.
