On the morning of November 14, the People's Committee of Bac Giang province held a conference to disseminate Decree No. 135/2024/ND-CP dated October 22, 2024 of the Government stipulating mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power. Vice Chairman of the Provincial People's Committee Phan The Tuan chaired the conference.
Attending the conference were representatives of leaders of a number of relevant departments and branches; People's Committees of districts, towns and cities; representatives of enterprises that are investors in infrastructure investment projects of industrial parks and clusters and manufacturing enterprises inside and outside industrial parks and clusters; and commercial centers in the province.
Speaking at the opening of the conference, Vice Chairman of the Provincial People's Committee Phan The Tuan provided an overview of the province's socio -economic development in recent times. Bac Giang province is a bright spot in improving the investment and business environment, attracting investment, and creating momentum for economic growth. Investment attraction is always among the top in the country, the economy has developed strongly, and its scale and potential have been significantly improved.
Recognizing the importance of Decree No. 135/2024/ND-CP dated October 22, 2024 of the Government in economic development and investment attraction, the Provincial People's Committee has directed specialized agencies to promptly disseminate the contents of the Decree. He emphasized that the conference will help organizations and individuals with the need to develop self-produced and self-consumed rooftop solar power to better understand the provisions of the law on rooftop solar power development, facilitate implementation, thereby proactively identifying needs, building plans, investing and developing self-produced and self-consumed rooftop solar power.
At the conference, delegates listened to representatives of the Department of Electricity and Renewable Energy (Ministry of Industry and Trade) disseminate the main contents of Decree No. 135/2024/ND-CP dated October 22, 2024 of the Government stipulating mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power.
Decree No. 135/2024/ND-CP stipulates the mechanism and policies to encourage the development of self-produced and self-consumed solar power installed on the roofs of construction works including: Housing, offices, industrial parks, industrial clusters, export processing zones, high-tech zones, economic zones, production establishments, and business establishments invested and constructed in accordance with the provisions of law. The Decree has an expanded scope of application to all subjects including housing, offices, industrial parks, industrial clusters, export processing zones, high-tech zones, economic zones, production establishments, and business establishments invested and constructed nationwide.
The conference also devoted a lot of time for delegates to exchange, discuss and answer questions about the mechanism of self-produced and self-consumed rooftop solar power; the price of buying and selling surplus electricity to the national power system; instructions on investment, construction, environment, fire prevention and fighting, electricity to implement the Decree;... Thereby helping agencies, units, localities, and enterprises to clearly understand the provisions of the law, contributing to the good implementation of Decree 135/2024/ND-CP in the coming time./.
