Accordingly, in Official Dispatch No. 3192/UBND-TH dated April 26, 2025, Chairman of the Provincial People's Committee Nguyen Dang Binh requested units and localities to pay attention to implementing a number of key contents such as:
Firstly, continue to focus on implementing socio -economic development tasks: Continue to drastically implement solutions to promote economic growth; accelerate the progress of implementation and disbursement of public investment capital, site clearance, implementation of works and projects, implementation of National Target Programs; urgently carry out the work of eliminating temporary and dilapidated houses. Continue to promote administrative procedure reform, digital transformation; increase support for investors; actively remove difficulties and obstacles, promote production and business. Fully and promptly implement social security policies, poverty reduction, job creation, and people's health care. Do not let the implementation of administrative unit arrangement affect the progress and quality of task implementation.
Second, continue to prepare and perform well the work related to the arrangement of administrative units: Review and strictly manage public assets, headquarters, equipment, land, etc. of agencies and units, develop appropriate arrangement and rearrangement plans to avoid waste; hand over and receive assets to agencies, organizations and units after the arrangement of administrative units according to the approved arrangement, disposition and handling of public assets. Well implement the regulations on handling state finances and budgets; prepare related records according to regulations, ensure complete and timely records, and complete each work neatly. Continue to carry out the work, tasks, investment projects, and contents of the National Target Programs, while preparing well the transfer and transition plans to ensure that the handover and acceptance of work, tasks, projects, records, documents, facilities, etc. takes place smoothly and promptly, without affecting state management activities and serving the people and businesses. Urgently complete the digitization of archived documents of agencies, units, and localities before arranging, merging, and handing over.
Third, during the preparation and implementation process, it is necessary to pay attention not to loosen management, not to interrupt work during the transition period; absolutely do not allow violations or acts of taking advantage of the arrangement process to carry out illegal activities. Strictly control and prevent violations in all areas, especially sensitive areas such as: land, resources, minerals, forestry, construction, public investment, budget expenditures... Continue to pay attention and proactively take solutions to prevent natural disasters and epidemics. Strengthen national defense and security work, maintain political stability, social order and safety in all situations.
In the context that the whole country is implementing the arrangement of administrative units in accordance with the spirit of the Central Resolution, the specific, drastic and comprehensive direction of the People's Committee of Bac Kan province clearly demonstrates the political determination in both ensuring the requirements of apparatus reform, streamlining, effectiveness and efficiency, and maintaining stability and socio-economic development. This is an important premise for the arrangement process to take place in the right direction, while protecting the legitimate interests of people and businesses in the challenging transition period./.
