Bac Quang commune was established from 3 administrative units including: Viet Quang town, Quang Minh commune and Viet Vinh with a total area of 142 km2, population of 32,400 people with 19 ethnic groups living together.

During the past term, the Party Committee and the people of all ethnic groups in Bac Quang commune have united, unanimously and determinedly implemented the Resolution of the Party Congress at all levels, successfully completing the targets set by the Resolution of the Commune Party Congress. The work of building and rectifying the Party and the political system has been implemented synchronously and resolutely, achieving positive results. The economy has developed rapidly and sustainably, notably in the fields of trade, services and typical agricultural products with 8 strong OCOP products; the mechanization rate in agricultural production has reached over 50%.

Education, health care and poverty reduction have seen many remarkable changes; social security policies have been fully and promptly implemented. The material and spiritual life of the people has improved, the poverty rate has decreased from 10.74% to 4.2% in 2024. Every year, the rate of cultural families remains at 93.3%, and cultural villages reach over 93%. National defense and security have been strengthened, and social order and safety have been stable.

Comrade Ma The Hong, Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Tuyen Quang province, delivered a speech directing the Congress.

In the 2025-2030 term, the Bac Quang Commune Party Committee has set out two breakthroughs and five key tasks towards the general goal: Building a clean and strong Party Committee in terms of politics, ideology and organization; improving the leadership capacity of Party committees, the effectiveness and efficiency of management and administration of the government; promoting the role of the Vietnam Fatherland Front Committee and socio-political organizations; mobilizing and effectively using all resources, promoting rapid and sustainable socio-economic development. Some key indicators: Total product value in the area reaches 5,454 billion VND; average income reaches 80 million VND/person/year; grain output is 10,500 tons/year; the poverty rate decreases by an average of 1.5%/year; the rate of schools meeting national standards reaches 80%; forest coverage rate reaches 63.2%; the rate of online file settlement reaches over 80%.

Speaking at the Congress, comrade Ma The Hong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee acknowledged and commended the results achieved by the Party Committee and government of Viet Quang town and the communes of Quang Minh and Viet Vinh. This is an important foundation for the new Bac Quang Commune Party Committee to continue to promote in the coming term. He requested the Commune Party Committee to focus on building a clean, strong and comprehensive Party organization; quickly stabilize the cadre apparatus, ensure synchronous, effective and efficient operations; and at the same time strongly innovate management and administration work towards an honest, people-friendly government.

Speaking at the Congress, comrade Ma The Hong suggested: The commune needs to focus on reviewing and adjusting the general planning, restructuring the development space towards the local advantages, especially in terms of land development in accordance with the general planning of the province. Promote investment attraction, effectively exploit connecting traffic routes, especially National Highway 2 and the Tuyen Quang - Ha Giang expressway which is about to be completed; create a favorable environment for private economic development according to Resolution 68 of the Politburo.

The commune needs to focus resources on sustainable socio-economic development; maximize trade and service advantages; gradually form industrial and handicraft clusters. At the same time, mobilize and effectively use resources, create a favorable environment, promote the application of science and technology in production, and increase the value of local OCOP products. Innovate and improve the quality of education and training towards comprehensive development of learners' capacity and qualities; focus on preventive medicine, improve the quality of medical examination, treatment and health care for the people; encourage the development of community tourism associated with the preservation of traditional cultural identity; focus on implementing the goal of sustainable poverty reduction.

Comrade Ma The Hong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee and provincial leaders congratulated the Party Executive Committee of Bac Quang commune for the 2025-2030 term.

He requested that immediately after the Congress, the Party Executive Committee of Bac Quang commune urgently develop a program and action plan to implement the Congress Resolution with a specific roadmap; complete the working regulations and work program for the entire term, ensuring that the policies soon come into life.

At the Congress, the Party Executive Committee, the Standing Committee, the Secretary, the Deputy Secretary of the Bac Quang Commune Party Committee, term I, and the delegates attending the 18th Provincial Party Congress, term 2025 - 2030, were introduced to the congress.
