Closely following the spirit of the National Assembly's resolution and the direction of the Government, ministries and central branches; on February 27, 2025, the Provincial Party Committee issued Resolution No. 34-NQ/TU on strengthening the leadership and direction of Party committees at all levels in implementing the Ninh Thuan Nuclear Power Plant project to lead, direct and mobilize the participation of the entire political system and people in the province to accompany the central government in determining to effectively implement the project on schedule, contributing to creating momentum to promote the socio-economic development of the province in the coming time.
To synchronously and effectively implement the resolution's objectives, the province has identified the need to focus on implementing 7 groups of tasks and solutions. In particular, the focus is on strengthening the leadership and direction of Party committees, Party organizations, and authorities at all levels in implementing the study, propaganda, and dissemination of the position, role, significance, and importance of the nuclear power project for the socio -economic development of the country and the province; doing a good job of ideological work, promptly grasping thoughts, opinions, aspirations, and public opinion to mobilize and create consensus among the masses in order to effectively carry out tasks related to the project.
Strengthen the leadership of Party committees at all levels in implementing site clearance, migration, resettlement, sedentarization, stabilizing production and the lives of local people where nuclear power projects are implemented. Mobilize the participation of Party committees at all levels, authorities and the entire political system in propagating and mobilizing people to hand over the site and move to new places of residence. Focus on accelerating the progress of compensation and site clearance work, completing site clearance in the project area for handover to the investor in 2025 under the direction of the Prime Minister and the Central Steering Committee. Research, adjust and supplement the planning of production, trade and service areas to solve the problem of job conversion for people in the project area to stabilize their livelihoods. Implement social policies well, pay attention to and take care of the lives of families with meritorious services to the revolution, ethnic minorities in remote and isolated areas; Focus on job creation, creating livelihoods for people, promoting sustainable poverty reduction...
Along with that, review, update, adjust promptly, synchronize the provincial planning and related planning according to the plan with nuclear power project; strengthen the management of land, construction order, mineral resources, environmental protection. Research, propose specific mechanisms and policies on mineral exploitation, filling materials to meet the needs of project implementation.
Timely and proactively coordinate with central ministries and branches to propose specific mechanisms and policies to implement the Ninh Thuan nuclear power project and support policies and mechanisms for the province in terms of budget finance, investment, social security, and mobilizing resources for socio-economic development of the province. Review and promulgate provincial mechanisms and policies according to authority to support localities in the project area to develop socio-economy, stabilize production and people's lives; ensure that people in the project area enjoy the highest policies of the State to stabilize their lives, production and business.
Mobilize and effectively use investment resources to complete the inter-regional infrastructure system, meeting the needs of project implementation, especially investment in completing connecting infrastructure, inter-regional infrastructure; prioritize the allocation of resources for project implementation, such as: Compensation, site clearance, resettlement, sedentarization and social security, connecting infrastructure to serve nuclear power projects. Call for investment in energy projects, seaport infrastructure, logistics centers, oil and gas depots, new urban areas, educational facilities, hospitals, health care centers, etc. to serve the project.
Synchronously develop the fields of education, health, culture; improve the quality of human resources; promote the development of science, technology, innovation, digital transformation to meet the needs during the project implementation process. Develop a plan to adapt to population growth in the first years of factory operation. Pay attention to investing in developing cultural institutions to meet the living and entertainment needs of people and workers, engineers, and experts coming to work in the province.
Ensure security, order and social safety with a proactive and resolute spirit from early on and from afar. Maintain political security, order and social safety, especially during the project implementation process. Closely combine economic development and national defense and security with building a solid defense zone, creating a peaceful, stable, secure and safe environment to effectively serve the project implementation.
In addition to synchronously implementing the above tasks and solutions, to effectively and on schedule implement the policy of building nuclear power projects; at the same time, to continue effectively implementing Resolution No. 55-NQ/TW of the Politburo on the orientation of Vietnam's national energy development strategy to 2030, with a vision to 2045 and the direction of General Secretary To Lam in Notice No. 113-TB/VPTW dated December 13, 2024 of the Central Party Office, Ninh Thuan province recommends that the Politburo and the Secretariat continue to pay attention to, direct and support the orientation of building Ninh Thuan into: (1) The center of clean energy and renewable energy of the whole country; (2) Center of industrial services, inter-regional renewable energy services; (3) Industrial complex, green manufacturing, supporting industry; (4) NetZero green industry center; (5) Semiconductor chip manufacturing center, AI technology; (6) National, regional, world data center. In addition, direct the review of the implementation of Resolution No. 55-NQ/TW, thereby supplementing viewpoints, goals, tasks and solutions to be suitable and consistent with the energy development policy in the new situation; direct the timely issuance of specific mechanisms and policies for localities and people in the nuclear power plant project area to create high consensus and unity in project implementation.
In addition, the province proposed that the Government and the Prime Minister pay attention to directing the Ministry of Industry and Trade and relevant ministries and branches to promptly implement a number of contents such as: Early approval of the adjustment of the Power Plan VIII for timely implementation in the coming time; accordingly, consider paying attention to adding more sources and synchronous transmission infrastructure for the province (LNG Ca Na power, pumped storage hydropower, hydrogen production plant, etc.), in order to contribute to exploiting and promoting effectively the potentials and advantages, creating momentum for socio-economic development of the province. Review, promulgate, and promptly guide mechanisms and policies on the development of renewable energy and new energy, not creating gaps in the implementation time of the plan and mechanisms and policies. Focus on removing difficulties and obstacles in electricity prices, bidding, auctions, land, investment in transmission infrastructure as a basis for implementation, contributing to ensuring the plan is soon implemented according to the set roadmap; Guidance on the order, procedures, and criteria for evaluating bidding for energy projects. Review and allocate investment capital to invest in and accelerate the progress of important source and transmission projects in the Power Plan VIII and adjusted Power Plan VIII in Ninh Thuan province (Bac Ai pumped storage hydropower plant and Phuoc Hoa pumped storage plant; Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants; Ninh Son 500kV transformer station; 500kV lines: Ninh Son - Chon Thanh, LNG Ca Na - Binh Duong 1, transmission lines of Ninh Thuan nuclear power plants...).
Support Ninh Thuan province in developing renewable energy and new energy projects, especially the projects: Ca Na LNG Power, Ninh Thuan 1 and Ninh Thuan 2 Nuclear Power Plants, Bac Ai and Phuoc Hoa pumped storage hydropower plants. Review and complete the competitive energy market, build an effective price mechanism; complete the ancillary service mechanism and energy storage. Quickly complete and issue a decision on the pilot mechanism for direct electricity trading. Guide and support Ninh Thuan in developing a project for an inter-regional renewable energy service and industrial center in Ninh Thuan according to the plan to implement the VIII Power Plan and approved regional planning. Quickly issue guiding documents and implement the tasks proposed by the province such as: Consulting the National Committee for the Man and the Biosphere Program (MAB) of Vietnam (Official Dispatch No. 1058/UBND-KTTH dated March 14, 2025); UNESCO Vietnam Office and Vietnam National Commission for UNESCO (Official Dispatch No. 1061/UBND-KTTH dated March 13, 2025) on recommendations and suggestions regarding the implementation of nuclear power projects within the Nui Chua World Biosphere Reserve, Ninh Thuan province.
On the other hand, the province proposed that the Prime Minister propose to the National Assembly to allow the separation of compensation, support, resettlement, and site clearance into independent component projects to accelerate the progress of site clearance and resettlement to serve the construction of two nuclear power plants in accordance with the direction and conclusion of the Prime Minister in Notice No. 35/TB-VPCP dated February 7, 2025 of the Government Office. Propose that the National Steering Committee on the construction of nuclear power plants initially allow Ninh Thuan province to carry out site clearance and resettlement work according to Decision No. 794/QD-TTg to ensure the progress of compensation and site clearance work for the project. The Ministry of Industry and Trade considers reporting to the Prime Minister to assign Ninh Thuan province as the competent authority to organize the implementation of the resettlement and resettlement component project of the Ninh Thuan nuclear power plant project, including: (1) Component project 1, Resettlement and site clearance of the Ninh Thuan 1 nuclear power plant project; (2) Component project 2, Resettlement, Land acquisition and clearance for Ninh Thuan 2 nuclear power plant project. At the same time, direct Vietnam Electricity Group (EVN) and the National Energy and Industry Group (PVN) to coordinate in providing a pre-feasibility study report of the project to serve the adjustment of the provincial planning and serve a number of related tasks.
To meet the project implementation needs, the province proposed that the Ministry of Finance consider and allocate capital from the central budget reserve in 2025 and additional central budget sources in the medium-term plan for the period 2021-2025, estimated at about 12,000 billion VND, to implement the resettlement project of Ninh Thuan nuclear power plant projects. Of which, the immediate need is 3,400 billion VND; the remaining amount will be supplemented when there are sufficient conditions in scope, boundaries, and urgent needs. The Ministry of Science and Technology shall issue a document providing specific guidance on works and activities permitted to exist within the safety radius of the nuclear power plant. The Ministry of Construction shall promptly organize the appraisal and approval of the Thanh Son airport planning as a basis for the province to call for investment in the project.
