Promote the responsibility of setting an example
In the practice of Party building and building the armed forces of Military Region 3, the responsibility of setting an example for cadres and party members, especially leading cadres, is always identified as a key factor. Setting an example is not only reflected in words and actions but also in style, political mettle and sense of responsibility in performing tasks.
At the Quang Ninh Provincial Military Party Committee, the “Pink Book-Brown Book” model (pink books record good deeds, brown books record bad deeds) has become an effective tool in assessing the exemplary style of cadres and party members. Party cells clearly record good and bad deeds with specific names. These deeds are made public to the collective, creating positive pressure for each party member to self-reflect and self-correct.

At Forest Farm 156 ( Economic -Defense Group 327), the leading cadres, especially Lieutenant Colonel Nguyen Huy Hoang, Director of the Forest Farm, are always the ones taking the lead in difficult situations. Many cadres of Forest Farm 156 told us the story of the noon of the first day of the Lunar New Year 2025, when hearing the news that the forest at milestone 1304 had a fire, comrade Hoang, who was sitting at the dining table with the cadres and staff on duty ready to fight, immediately stood up and rushed to the hot spot, directing the timely extinguishing of the forest fire, demonstrating a sense of responsibility and readiness to sacrifice for the common mission.
At Division 395, promoting the exemplary role of the cadre team is carried out by the unit through direct supervision from the Division to the Battalion level, including the assessment of the unit's and squad's task completion results with comments on the role and responsibility of "self-reflection and self-correction" of the cadre in charge.
According to the leaders of Military Region 3, the exemplary conduct of cadres and party members in recent years has always been a concern for the Party Committees at all levels in the Military Region, leading and achieving very good results. Exemplary conduct by cadres, especially by leading cadres, is a fundamental measure to build the prestige and influence of cadres and party members in the collective; it is a key factor to improve the effectiveness of leadership and direction in performing the tasks of agencies and units.
Inspire more development
Building a team of "both red and professional" cadres is not only a slogan but also a systematic, scientific and dedicated process of the Party Committee of Military Region 3 in the past term. The Party Committee of Military Region has clearly identified: Planning, training and using cadres properly will further motivate the development of cadres. The planning is carried out in an "open" and flexible direction, placing long-term strategic requirements as the foundation. The rotation and training of young cadres and leading cadres are strongly implemented; appointing and proposing the appointment of cadres with sufficient qualities and abilities to appropriate positions, creating a qualitative change in the next generation.
Practical lessons from the Quang Ninh Provincial Military Command during the period of merging, dissolving, and reorganizing administrative units show that: Correctly assessing the quality of cadres, associated with the planning of the Party Committee, even when the organization changes, it will still maintain stability and development. At the 327th Economic-Defense Group, cadre training is conducted in an open, long-term manner, paying attention to cadres who are ready to perform new and difficult tasks. At the 395th Division, the training, fostering, and use of young cadres who have just graduated from school is organized systematically. The concentrated training sessions not only equip theoretical knowledge but also link with practice, helping young cadres quickly catch up with the unit's activities.
According to our research, the planning, training and use of cadres of Military Region 3 is always carried out scientifically, strictly implementing the principle of democratic centralism, promoting the role of collective leadership and individuals in charge in a flexible and responsible manner. During the 2020-2025 term, cadres who were planned, appointed or sent for training to improve their qualifications and knowledge were all carried out in accordance with the process, receiving great support from agencies and units. Along with that, the Military Region has done a good job of mobilizing and appointing with the planning and preparing personnel for the Party Congresses at all levels for the 2025-2030 term. Party committees and Party cells have well implemented the policy on cadres and the Army's rear; closely linking the work of building a contingent of cadres and party members with the building of Party committees and leading cadres at all levels.
“Cadres are the root of all work”, building a team of “both red and professional” cadres is the foundation for the Party Committee of Military Region 3 to maintain and promote its leadership role in all situations, achieving many important and outstanding results in carrying out political tasks.
In the 2020-2025 term, the Standing Committee of the Party Committee of Military Region 3 has led and directed the work of reviewing and proposing training and fostering cadres closely, in accordance with prescribed criteria and standards. Up to now, 100% of cadres in the Military Region have been trained through school, 97.6% of cadres have college, university and post-graduate degrees (an increase of 1.8% compared to the beginning of the term). |
