At the meeting, a representative of Construction Consulting Joint Stock Company 533 said that the 2.5x2.5m drainage culvert was designed and built based on calculations, based on the investigation of the flow, water level of the Phan River and the flood peak in 1992 in the locality. The design of the existing bridge and culvert is consistent with the flood flow characteristics of TCVN 9845 - 2013 standard and the handbook of hydraulic calculations of bridges and roads.
Faced with the local flooding at Km25+419, representatives of sectors, localities and units also proposed solutions to determine the cause and measures to overcome the flooding situation in the coming time. In particular, it is important to review the current status of the area, re- examine the Phan River cross-section, and the level of sedimentation on the Phan River. At the same time, survey the terrain, hydrology, collect rainfall, take aerial photos to determine tree density to calculate the possibility of affecting the flow... from which to have long-term, sustainable measures to thoroughly resolve the local flooding situation on the highway.
Concluding the meeting, Mr. Nguyen Quoc Nam - Director of the Department of Transport requested the Thang Long Project Management Board to have a plan to handle if the water level rises on the highway. Take the lead in coordinating with departments, branches and localities to survey and immediately in August (no later than August 15) to dredge and clear the flow on the Phan River. Coordinate with consulting and design units to survey the terrain and hydrological survey to have a long-term and sustainable plan as soon as possible. Regarding its responsibilities, the Department of Transport will continue to monitor the situation, coordinate with units, branches and localities to propose measures to continue handling, and report to the Provincial People's Committee for direction.
Previously, in the early morning of July 29, on the Phan Thiet - Dau Giay Expressway , through Song Phan Commune, Ham Tan District, local flooding occurred at Km25+419 within a radius of 100m, the deepest point was about 70cm, causing traffic on this expressway to be interrupted. In a report sent to the Ministry of Transport , the Thang Long Project Management Board stated that in the above area, there was heavy and continuous rain, water from downstream could not drain in time, flowing back upstream and overflowing into the expressway causing local flooding. Immediately afterwards, the Ministry of Transport requested the Director of the Thang Long Project Management Board to preside over and coordinate with the operating unit, construction contractor, consultant, and local agencies to urgently overcome the situation, ensure the route is open and thoroughly handle it, ensuring long-term stability according to the technical requirements of the project. Request the Thang Long Project Management Board to report on the situation, causes, and solutions before August 3, 2023; Review and review the collective and individual responsibilities involved, especially design consultants and appraisal consultants.
