According to the National Action Plan on Digital Economic Development for the 2024-2025 period, the Government views digital transformation and digital economy as a new task. Leaders at all levels must have extensive knowledge of digital transformation, must directly direct, directly do, and be proficient in using it to successfully lead digital transformation and digital economy.

The Government will use the results of digital transformation and digital economic development as the basis for evaluating officials and leaders.

Vietnam will develop a digital economy with four pillars: ICT digital economy or information technology industry; digital economy of sectors and fields; digital governance and digital data as important driving forces for fast, green and sustainable socio-economic development.

The ICT digital economy is considered an important and deeply integrated driving force, comprehensively changing all activities in industries and sectors of the real economy.

The plan also identifies a new space for digital economic development as the digital economy of industries and fields, focusing on a number of key industries and fields in which Vietnam has many development advantages.

The development of the digital economy is closely linked to ensuring national security and protecting national digital sovereignty . Vietnam masters digital platforms and digital data to be autonomous and self-reliant in cyberspace.

The Government identifies the main growth space of Vietnam's digital economy as developing the digital economy by industry and sector; gradually turning digital technology and digital data into important input factors for production and business activities in each industry and sector, thereby improving the overall efficiency and competitiveness of the economy.

The plan sets out a number of tasks and solutions to develop the ICT digital economy, digital data and industry and sectoral economies.

Accordingly, to develop the ICT digital economy, the Government sets out the task of developing the information technology industry into a foundation industry.

Strong digital technology enterprises are advanced production forces to develop ICT digital economy and promote digital economy in industries and fields.

To develop digital data, the Government requires accelerating the readiness of high-quality data sets and promoting the circulation, sharing and openness of data; promoting the opening of data, integration, reuse and circulation of data; researching and piloting scenarios for data exploitation and use, and developing digital applications. Periodically assessing the quality of data to ensure it is “correct, sufficient, clean and alive”.

With the digital economy in each sector and field, the Government prioritizes focusing on a number of key sectors and fields where Vietnam has great potential and room for digital economic development, including: Wholesale and retail trade; Agriculture; Processing and manufacturing industry; Tourism; Logistics.

Resources for implementing the tasks and activities of the Action Plan include the State budget (Central budget, local budget according to decentralization) and other funding sources as prescribed by law.

During the implementation process, the Government assigned the Ministry of Information and Communications to urge ministries, branches and localities to implement the plan, synthesize and report to the Government on the implementation results and integrate them into the digital transformation report at the meetings of the National Committee on Digital Transformation.

Why can Vietnam become Asia's new technology hub? With promising prospects in the semiconductor sector, Vietnam is considered to have the potential to become a new technology hub, contributing to promoting the ecosystem in the region.
