The Ministry of Culture, Sports and Tourism has issued a Decision promulgating the Plan to implement the Cultural and Sports Facility Network Planning for the 2021-2030 period, with a vision to 2045.

The plan is issued to effectively implement Decision No. 991/QD-TTg dated September 16, 2024 of the Prime Minister approving the Planning of the network of cultural and sports facilities for the period 2021-2030, with a vision to 2045 and the Decisions of the Minister of Culture, Sports and Tourism approving adjustments to the Planning of the network of cultural and sports facilities for the period 2021-2030, with a vision to 2045 (No. 1226/QD-BVHTTDL dated April 29, 2025 and No. 2657/QD-BVHTTDL dated July 29, 2025) (referred to as the Planning of the network of cultural and sports facilities); develop a roadmap for effective implementation of programs and projects to complete the set planning goals and tasks.

At the same time, specify the tasks, policies, and solutions associated with the responsibilities of relevant agencies in organizing and implementing the Cultural and Sports Facility Network Planning, in accordance with the objectives, tasks, and contents of the approved Cultural and Sports Facility Network Planning. Assign specific responsibilities according to functions and tasks to effectively implement the Cultural and Sports Facility Network Planning.

Development goals and vision to 2045: A synchronous, modern, and unique national cultural infrastructure network, aiming to build a national image associated with absorbing the cultural quintessence of the times, meeting prescribed standards and practical needs; ensuring fairness in participation and enjoyment of people in all regions and areas nationwide; ensuring good performance of the task of preserving and promoting national cultural values and identities; ensuring regional connectivity and connectivity with other infrastructures within the territory.

The national sports facilities network is developed synchronously and modernly, meeting the training and enjoyment needs of the people; training and competition requirements meet international standards for key sports, with the goal of winning continental and world medals; qualified to organize large-scale regional and continental sports events. Developing a network of cultural and sports facilities associated with market mechanisms, is a resource for developing the cultural industry and sports economy . Forming high-quality products and services, meeting the needs of society, serving the lifelong learning and training of the people, contributing to building a learning society and improving the quality of life.

By 2045, the national network of cultural and sports facilities will develop in a balanced manner, with reasonable spatial distribution, becoming a brand, representing an advanced culture with a strong identity; forming works with strong cultural identity, symbolizing Vietnam's integration in the 21st century, becoming historical marks and heritages for the future; Forming key cultural and sports centers associated with important urban areas of the country and region in Hanoi, Quang Ninh, Hai Phong, Vinh, Da Nang, Hue, Quy Nhon, Buon Ma Thuot, Ho Chi Minh City, Can Tho; creating close links between all levels; successfully hosting the Asian Games.

Programs and projects to implement the planning: Prioritize the concentration of state resources for investment in development, upgrading, and maintenance to promote the role of the network of cultural and sports facilities; focusing on investment projects that do not attract non-budgetary capital, projects in disadvantaged areas; Promote socialization and focus on attracting and calling for diverse resources to invest in developing the network of cultural and sports facilities. Continue to attract and effectively use ODA capital and preferential loans from international donors; use investment capital with focus and key points, giving priority to construction projects that play a driving role and have the ability to spread regional values, promote the development of cultural industry and sports economy.

Effectively exploit resources from assets associated with the network of cultural and sports facilities invested by state budget capital through the form of exploitation concessions, ensuring compliance with legal regulations on management and use of public assets; localities study and implement mechanisms for revenue from land exploitation associated with the network of cultural and sports facilities. Priority is given to enterprises investing in the network of cultural and sports facilities to invest in and exploit services related to the scope of the project and to borrow capital from long-term credit sources at preferential interest rates.

Important projects (priority investment) to develop the national cultural facility network by 2030, with a vision to 2045, focus on the following areas: Focus on building, upgrading and renovating national cultural facilities; Improve the operational efficiency of the cultural institution system and creative cultural spaces; Build a healthy cultural environment, improve the spiritual life and aesthetic capacity of the people; Develop a team of artists, intellectuals and high-quality human resources for management, training and scientific research; Preserve and promote cultural values sustainably; Develop Vietnamese cultural and artistic products with high artistic and ideological values; Promote the image of the country, culture and people of Vietnam to the world; Invest in the application of science and technology of the cultural and sports facility network;...

This Decision takes effect from the date of signing and promulgation. The Ministry of Culture, Sports and Tourism requests the Chief of the Ministry's Office, Director of the Department of Planning and Finance, Director of the Vietnam Institute of Culture, Arts, Sports and Tourism and Heads of relevant agencies to be responsible for implementing this Decision./.
