The newly issued index framework clearly aims to serve the comparison between Vietnam and upper middle-income countries. This tool was created to contribute to the implementation of the strategic goal: By 2030, Vietnam's potential and level of science , technology and innovation will reach advanced levels in many important fields, and be among the leading countries in upper middle-income countries.
The index framework is structured into two main parts: Framework for assessing science, technology and innovation potential and Framework for assessing science, technology and innovation level.
Framework for assessing science, technology and innovation potential :
This framework is selected from the Global Innovation Index (GII) published annually by the World Intellectual Property Organization (WIPO). 35/78 GII indicators are selected, including 19 input indicators and 16 output indicators.
The GII ranking results will be used to analyze and evaluate Vietnam's science, technology and innovation potential, compared with upper-middle-income countries.
These indicators comprehensively reflect human resources in science and technology, investment in research and development (R&D), university capacity, innovative start-up activities and venture capital. Examples include: Total expenditure on research and development (GERD) % of GDP; Researchers; or Number of venture capital deals that investors have made.
Framework for assessing the level of science, technology and innovation
This framework selects 16 of the 27 specific fields (level 2) ranked annually by SCImago. SCImago compiles data from more than 34,100 scientific journals and 5,000 international publishers from 239 countries.
The areas selected for assessment of scientific, technological and innovation level include:
Natural Sciences (5 fields: Mathematics, Physics and Astronomy, Chemistry, Environmental Sciences, Earth and Planetary Sciences).
Science, Engineering and Technology (4 fields: Computer Science, Energy, Engineering, Materials Science).
Medical science (3 fields: Medicine, Neuroscience, Pharmacology, toxicology and pharmacology).
Agricultural Science (1 field: Agricultural and Biological Sciences).
Social Sciences (2 fields: Social Sciences, Psychology).
Humanities (1 field: Arts and humanities).
SCImago's assessment of science and technology level is based on 3 pillars: Research performance (50%), Innovation (30%) (ability to convert research results into patents, technology) and Social impact (20%).
Impact and expectations
The issuance of this index framework is expected to have three main impacts:
Firstly, this is an objective monitoring tool for progress towards the 2030 target, helping to identify strengths and weaknesses in the national innovation system, thereby prioritizing investment and perfecting mechanisms and policies.
Second, the index framework creates a foundation for international comparison, supporting Vietnam to improve its position in the GII and specialized rankings, while enhancing its attractiveness to high-tech investment flows and research cooperation projects and knowledge transfer.
Third, this is an important step in modernizing the science and technology statistics system, laying the foundation for periodic updating and linking domestic data with international organizations such as WIPO and SCImago.
For the Index Framework to be most effective, there needs to be close coordination between the Ministry of Science and Technology, ministries, branches, localities, and the participation of the scientific and business community in providing data, improving research quality and promoting innovation. The formation of a unified index framework not only contributes to realizing the strategic orientation of the Party and State but also creates leverage for science and technology to become a key driving force for the country's sustainable growth.
