The event affirmedFPT 's cooperation in promoting digital transformation in the document and archive industry, accelerating the completion of the industry's goals according to Resolution 57-NQ/TW from central to local levels.
The series of conferences took place in all three regions of North - Central - South from September 18-26 with the participation of leaders representing the State Records and Archives Department, FPT Group, and representatives of the Department of Home Affairs, Department of Science and Technology, Office of People's Committees... of provinces and cities across the country.
Speaking at the Northern event on September 18, Mr. Dang Thanh Tung - Director of the State Records and Archives Department emphasized: “The records and archives sector is inherently associated with documents and artifacts. In the context of the entire Party and Government promoting the implementation of Resolution 57-NQ/TW, digital transformation and technology application are mandatory, there is no other way. This is both an opportunity and an unprecedented challenge, requiring the entire sector to act faster and more decisively, coordinate with technology units to convert all traditional archives into digital archives, build a modern shared data platform, serving the development of the country. The Vietnamese archives sector is entering phase II of digital transformation with the immediate task of completing the digitization of 30% of processed documents to create a foundation to reach 100% before December 31, 2026”.
The delegates shared and discussed the difficulties and problems encountered in the process of digital transformation of document and archive activities in localities when operating 2-level local governments. In particular, the processing and editing of records and documents after the merger is facing great challenges, with the number of records reaching hundreds of thousands of meters of documents/province. In response to the issues discussed, the leaders of the State Records and Archives Department affirmed that they will accompany localities on guiding documents, processes, implementation methods and specific technological solutions to comprehensively solve the problem.
The State Records and Archives Department has transferred the Digital Archives Management Software to provinces and cities to deploy, install and operate on local IT infrastructure. This is a comprehensive national archive system built by FPT, using modern core technology to ensure long-term, safe and scalable storage. This platform helps manage the entire life cycle of records, while creating a standard for data connection between the central and local levels.
Understanding the difficulties in the digitization problem, FPT directly donated the FPT iSOMA document digitization software to local archives. The solution has been evaluated, tested and confirmed by the State Records and Archives Department to meet the requirements and standards for digitization and archiving. FPT iSOMA is a technological solution that helps convert paper documents into digital documents that conform to the data structure prescribed in Circular No. 05/2025/TT-BNV. Specifically, the software supports scanning paper documents (such as administrative records, archives), cleaning images, recognizing characters (OCR), censoring content and packaging them into complete digital data. After processing, these digital documents are directly entered into the National Digital Archives Platform, helping to save time, increase accuracy and ensure security in archiving.
The application of FPT iSOMA not only helps local archives easily digitize hundreds of thousands of pages of documents but also ensures that documents are standardized, easy to search, easy to use and ready to serve state management, serving people and businesses. This is an important part in realizing the digital transformation goals according to the Government's orientation in Resolutions 57-NQ/TW, 71/NQ-CP and 214/NQ-CP.
iSOMA document digitization software has been deployed in many provinces and cities and has gradually proven its effectiveness in large digitization projects such as archiving Han Nom woodblocks or administrative records. Local representatives assessed that this software helps to significantly reduce manual work, improve management efficiency and increase transparency in archiving work.
