From there, promptly adjust, guide, amend or propose competent authorities to amend and issue new documents in accordance with the roadmap and requirements of the Law on Government Organization, the Law on Organization of Local Government and in accordance with the practical situation.
The Prime Minister noted that localities should proactively allocate sufficient resources, especially arranging and using civil servants in accordance with requirements. job position, ensuring effective implementation of assigned functions and tasks according to legal regulations on decentralization, delegation of authority, and division of authority. At the same time, proactively and effectively implement decentralization to meet the requirements of State management in the area.
The Prime Minister directed the People's Committees of provinces and cities to complete the above task in October.
The Prime Minister requested ministries and ministerial-level agencies to carefully review and evaluate the feasibility of implementing the tasks of decentralization, delegation of power, and assignment of authority in management, and propose appropriate solutions; continue to review the specialized legal system to supplement and perfect decentralization and delegation of power in accordance with the motto "locality decides, locality acts, locality is responsible".
Ministries and branches need to continue to strengthen guidance and support for localities to effectively carry out decentralized and delegated tasks, especially improving capacity in implementation organization.
The Prime Minister requested that the above tasks must be completed no later than October 30.
The Ministries of Science and Technology; Construction; Culture, Sports and Tourism; Finance; Health; Agriculture and Environment; and Industry and Trade have a large number of administrative procedures under their central authority (over 40%). The Prime Minister requested to urgently continue reviewing legal documents, promoting decentralization and delegation of power, associated with cutting and simplifying administrative procedures.

The Prime Minister also noted the need to build tools to monitor, deploy, and control power when decentralizing and delegating powers.
The Head of Government assigns the Government Office and the Ministry of Home Affairs to monitor and urge according to assigned functions and tasks; report to competent authorities on issues arising beyond their authority.
