In preparation for the 27th session of the 8th term Quang Tri Provincial People's Council, this morning, October 8, the Economic - Budget Committee of the Provincial People's Council worked with the Department of Finance on the number of pickup trucks and 12-16 seat cars for general work; transferring housing and land facilities of the Department of Culture, Sports and Tourism.

Director of the Department of Finance Le Thi Thanh said that, in performing the tasks assigned by the Provincial People's Committee, the Department of Finance presided over and coordinated with relevant departments, branches, organizations and localities to advise on the drafting of a decision of the Provincial People's Committee promulgating standards and norms for the use of cars for general work of agencies, organizations and units under the management of the province.

In particular, according to regulations, it is necessary to consult the Provincial People's Council on the number of pickup trucks and 12-16 seat cars serving the general work of agencies and units assigned to perform the tasks of forestry, forest fire prevention; disease prevention in agriculture ; border patrol; serving people with meritorious services, social protection; demarcation and marker planting; basic geological and mineral surveys, environmental sample monitoring and analysis.

Based on regulations, the Department of Finance has reviewed the number of cars of relevant agencies and units, which is 25, specifically: 17 cars serving forestry and forest fire prevention activities; 3 cars serving agricultural epidemic prevention activities; 2 cars serving meritorious people and social protection; 2 cars serving basic geological and mineral investigation activities, environmental sample monitoring and analysis, and 1 car serving boundary demarcation and marker planting activities.

Currently, many agencies and units under the management of the province have been equipped with pickup trucks and 12-16 seat cars to perform tasks. However, according to the provisions of Decree No. 72/2023/ND-CP of the Government , pickup trucks are adjusted to cars for general work. Therefore, in order to have a basis for issuing a decision, the Department of Finance requests the Economic and Budget Committee of the Provincial People's Council to consider and submit to the Provincial People's Council for comments on the adoption of the resolution.

Regarding the content of transferring assets which are houses and land of the Department of Culture, Sports and Tourism at No. 01 Nguyen Binh Khiem, Dong Ha City to the Sports Training and Competition Center for management and use, the representative of the Department of Finance informed that, based on the records of the Department of Culture, Sports and Tourism, the above assets are the land use rights of the Provincial Stadium with a total measured area of 46,294.3 m2 , the value at the time of the transfer request is over 141.7 billion VND.

Pursuant to regulations, the Provincial People's Council is the agency that decides on the transfer of public assets including offices and public service facilities with an original value of VND 30 billion or more. Therefore, it is recommended that the Provincial People's Council's Economic and Financial Committee report to the Provincial People's Council for consideration and decision on this matter.

Speaking at the meeting, Head of the Economic and Financial Committee of the Provincial People's Council Nguyen Dang Anh requested the Department of Finance to proactively supplement and complete a specific explanatory report on the draft decision of the Provincial People's Committee promulgating standards and norms for the use of cars for general work of agencies, organizations and units.

Regarding the proposal to submit to the Standing Committee of the Provincial People's Council for consideration of issuing a resolution related to standards and norms for the use of public cars, the committee will accept comments and promptly consider the report. In addition, it is requested that the Department of Finance continue to research, review, and supplement data to complete the contents and submissions related to the issue of transferring public assets other than the housing and land facilities of the Department of Culture, Sports and Tourism so that the committee has a basis to submit to the upcoming Provincial People's Council meeting to issue a general resolution.
