Mr. Nguyen Van Huong - Head of Weather Forecasting Department, National Center for Hydro-Meteorological Forecasting, assessed that storm Wipha is operating in very ideal environmental conditions. The sea surface temperature, currently observed in the area where the storm is active and in the North East Sea, where the storm is entering, is 30-31 degrees.

Second, the wind shear conditions in the upper atmosphere are very small, creating conditions for moisture to accumulate. Therefore, the trend is that in the next 1-3 days, Typhoon Wipha will strengthen.

According to Mr. Huong, the storm's maximum intensity could reach level 12, gusting to level 15, in the sea area east of Leizhou peninsula (China).

Regarding the impact of storm No. 3, Mr. Huong commented that it is likely to cause strong winds on land in our country and heavy rain.

At the time of impact, Mr. Huong said it was still too far away to determine whether the storm had a direct impact or how it would affect.

However, with the above developments, the Northern region, as well as the North Central region, Thanh Hoa, Nghe An, Ha Tinh , from July 21 onwards, is likely to experience strong winds in coastal areas, then strong winds on land.

Also from July 21 to around July 23-24, the Northern region, Thanh Hoa and Nghe An are likely to experience very heavy rain.

Beware of heavy rain causing flash floods and landslides

"We also note that when storm Wipha moves into the East Sea, it coincides with the time when subtropical high pressure moves in, so the storm moves faster," Mr. Huong emphasized.

At the same time, Mr. Huong added: "In the upcoming rainy season, there is a risk of major floods in the Northern region; flash floods and landslides in the mountainous areas of the North, as well as the western mountainous areas of Thanh Hoa, Nghe An, and Ha Tinh provinces."

Regarding the development of storm Wipha, around the early morning of July 19, the storm entered the East Sea and became storm number 3, then strengthened and moved quickly. From around the morning of July 21 (Monday), the storm moved into the Gulf of Tonkin. Around the evening to the night of the same day, the storm is likely to begin affecting the mainland. The storm's affected area is from Quang Ninh - Nghe An with a range of 1,713 communes in 18 provinces and cities.

The meteorological agency also stated that the path and impact of typhoon Wipha is similar to typhoon Yagi. Authorities and people need to pay close attention and have plans to prevent strong typhoons when they make landfall at level 10-11, gusting to level 14-15.

Initial assessment also shows that rainfall in the North, Thanh Hoa, Nghe An from July 21-24 is about 200-350mm, some places over 600mm.

However, there is a forecast that is still shifting to the North, along the coastal mainland of Guangxi (China), then the impacts of rain and wind will decrease.

The meteorological agency noted that this is an initial preliminary assessment, local authorities and people need to pay attention to regularly updating the next storm forecast bulletins to have proactive response plans.
