In the context that the whole country is entering a period of accelerating digital transformation according to the strategic orientation of the Party and Government, the Tax sector has proactively deployed a series of synchronous solutions, from policies to specific actions. The implementation of Resolution 57-NQ/TW of the Politburo and Project 06 of the Government is not only directional but has been gradually put into practice, contributing to creating the foundation for a modern, transparent tax management system, with taxpayers as the center of service.

Resolution 57-NQ/TW, issued on December 22, 2024, identified digital transformation as one of the top important breakthroughs, a driving force for innovation in national governance and promotion of sustainable socio-economic development. In that spirit, Directive 07/CT-TTg of the Prime Minister (issued on March 14, 2025) requires accelerating the implementation of Project 06, focusing on developing applications of population data, electronic identification and authentication, as a foundation for the national digital transformation process by 2025, with a vision to 2030.

The Tax sector has approached this task with a proactive, creative and determined spirit. Under the direction of the Ministry of Finance , Tax Departments at all levels have developed and implemented specific action plans, from perfecting the legal framework, upgrading technology infrastructure, to deploying electronic tax services to serve people and businesses. These changes not only demonstrate flexible adaptation to technological trends, but also reflect a strong commitment to administrative reform and modernization of the sector.

One of the important milestones is the comprehensive upgrade of the information technology system, ensuring the ability to receive and process electronic invoice data according to new regulations. From June 1, 2025, the invoice data reception system has been expanded, including invoices with codes, without codes, invoices from cash registers, along with data from large units such as banks, electricity, petrol, etc. The synchronous integration of data not only increases transparency, but also effectively supports the work of monitoring and preventing tax risks.

At the same time, the Tax sector has also actively implemented solutions to support business households and individual businesses in applying electronic invoices from cash registers, with the support of service providers through many incentive programs. Sales software and electronic invoice packages are supported to help taxpayers easily access and gradually form the habit of using digital technology in business activities and tax declaration.

A notable highlight in 2025 is the application of personal identification codes to replace tax codes for individuals from July 1. This marks an important step forward in connecting and cross-checking tax data with the National Population Database. The accuracy rate of cross-checking tax data and population data currently reaches 95%, demonstrating effective coordination between the Tax Department and the Ministry of Public Security.

The Tax sector also promotes the integration of biometrics, identification and electronic authentication into systems such as eTax Mobile, iCanhan, etc., helping people and businesses use electronic tax services more safely and conveniently. By June 2025, there had been more than 22 million logins using VNeID identification accounts, reflecting the increasingly widespread access of people to digital public services.

Digital transformation in the tax sector does not stop at techniques or technology, but also aims to fundamentally change the way the state manages. 134/219 administrative procedures have been upgraded to online public services in part or in full. Most of the remaining procedures are continuing to be digitized and integrated into the National Public Service Portal, helping to reduce social costs, save time and increase transparency.

The results achieved show that the Tax sector is gradually realizing the goal of building a modern, transparent and effective digital financial system. However, the road ahead still has many challenges, requiring continuous efforts from management agencies and close coordination with ministries, branches, localities as well as the business community.

In the coming time, the Tax sector will continue to focus on upgrading information technology applications, expanding the application of electronic invoices, reducing administrative procedures and enhancing data integration. The implementation of biometrics, electronic identification and connecting population databases will continue to be promoted, in order to ensure information security and improve the quality of service to taxpayers.

Digital transformation is not just a technical solution, but a comprehensive innovation process in thinking, working methods and operating methods. With the established foundation and positive initial results, the Tax industry is on the right track and creating a solid foundation for further development in the future.
