Speaking at the opening ceremony of the workshop, Prof. Dr. Le Van Loi, Deputy Director of the Ho Chi Minh National Academy of Politics , affirmed that the workshop contributed to summarizing the 13th Party Congress and preparing documents for the 14th Party Congress. At the same time, he emphasized that security and development always affect each other and are the leading factors determining the success or failure of every nation, especially in today's era, security and development both have new content and different solutions.

Nowadays, besides traditional and familiar security issues, often related to hard power, directly affecting the social regime, government, people's lives... there are more and more non-traditional security issues, without precedent, related to soft power, existing and operating as a transnational agent, having very complex impacts on the safety of people, communities, countries and the world .

Some non-traditional security threats include international terrorism, environmental crisis due to climate change, high-tech crime, drugs, global epidemics, cyber attacks, biological crimes, financial and monetary crimes, fake news, etc.

According to the Ministry of Information and Communications , in the past few years, Vietnam has had to deal with a series of cyber attacks targeting important information systems of the government and businesses. This not only caused economic damage but also affected people's trust in the national information system.

In order to find solutions to urgent issues related to non-traditional security, Prof. Dr. Le Van Loi suggested that delegates focus on identifying factors threatening non-traditional security in the current context; studying world experience and the current situation of responding to these challenges in Vietnam. From there, propose solutions to ensure non-traditional security in Vietnam in the new era of development - the era of national development.

“The workshop with the theme “Ensuring non-traditional security in the current context” is an important forum for experts, policymakers and stakeholders to discuss current and future challenges in the field of non-traditional security, share experiences and good practices, and propose innovative solutions to enhance security and stability for the development of Vietnam in general, and of regions and provinces across the country in particular. At the same time, build a more comprehensive and effective approach to non-traditional security, in line with the reality of the 21st century, in line with the characteristics of Vietnam and each locality”, emphasized Prof. Dr. Le Van Loi.

Synchronously and drastically deploy solutions

Speaking at the workshop, Standing Deputy Secretary of the Da Nang City Party Committee Nguyen Dinh Vinh said that with its unique geographical location and increasingly deep integration, the strong development of Industry 4.0, Da Nang as well as many localities across the country are facing difficulties and challenges from non-traditional security factors, especially dangers from natural disasters, storms, floods, epidemics; urban flooding; illegal drug trafficking and use among teenagers; fraud and property appropriation; increasingly sophisticated and complicated high-tech crimes...

The above dangers are caused by many groups of sources: High urbanization speed, biodiversity loss; urban planning work; educational coordination between families and schools; propaganda work, improving skills and awareness among the people... From there, hostile forces and opportunists take advantage to sabotage, distort, and affect the political security situation, social order and safety and the socio-economic development process of the city.

Recognizing the complex and unpredictable impacts of non-traditional security issues, over the past years, the City Party Committee and the Standing Committee of the City Party Committee have led and directed the synchronous and drastic implementation of solutions to effectively carry out the work of building and rectifying the Party and the political system, developing the economy, ensuring social security, maintaining national defense and security, and constantly improving people's lives.

“The synchronous, comprehensive and balanced implementation of policies and guidelines in all aspects of work is an important basis for the city to develop sustainably, prevent and combat the impacts and threats from non-traditional security issues that directly impact the city, especially in the context of the city's geopolitical position as the political, economic, cultural, social center, and center of startups and innovation in the Central and Central Highlands regions,” said Nguyen Dinh Vinh, Standing Deputy Secretary of the Da Nang City Party Committee.

Regarding the issue of international cooperation, Dr. Dao Ngoc Bau, Ho Chi Minh National Academy of Politics, mentioned the coordination of global actions to respond to non-traditional security; support capacity building such as responding to climate change. Implementing the foreign policy motto of Vietnam being a friend and a reliable partner of international friends.

Sharing at the workshop, Dr. Nguyen Van Quang, Regional Political Academy III, said that to respond to non-traditional security challenges, each country needs the governance capacity, the ability to determine vision and strategy; the legal system and policies need flexibility to have a basis for adaptation and response; the leadership and management capacity of the apparatus from local to central levels, with the ability to respond early and from afar; the technological strength of each country enhances the ability to forecast and monitor; the state mobilizes the combined strength, especially the participation of the people; the forecasting capacity of agencies is accurate for adaptive forecasting and flexible policies.

According to Prof. Dr. Le Van Loi, in order to ensure non-traditional security in the new era of development, it is necessary to first strengthen international and regional cooperation in policy making, information sharing and coordination of actions. Vietnam needs to actively participate in multilateral cooperation mechanisms, especially within the framework of ASEAN and other international organizations.

At the same time, investment in technology research and development is an important priority. Vietnam needs to focus resources on improving its science and technology capacity, especially in areas such as clean technology, cybersecurity, and public health.

Along with that, building a suitable legal and institutional framework is an urgent task. It is necessary to review and perfect the system of legal documents related to non-traditional security, ensuring consistency and effectiveness in implementation.
