Ensuring safety of disaster prevention works
The old Nam Cuong culvert is a key level III culvert that has been completely completed to ensure the requirements of natural disaster prevention and control. The province is currently investing in the construction of a new dike and a culvert management house at location K16+475 to replace the old project. Up to now, the project has completed nearly 90% of the volume, of which the dike roof has been basically completed, the breakwater wall is being prepared and the dike surface is being constructed. Mr. Le Nguyen Hoai, Deputy Director of Construction Investment Management Board No. 2, said that on July 20-21, the Board's leaders directly inspected the site and directed the contractor to cover the unfinished dike roof and surface with tarpaulin and nylon to minimize the impact of storms and heavy rain. These items were completed before 6:00 p.m. on July 21.
In Binh Thanh commune, Muc Pumping Station is being upgraded from June 2025 to overcome the flooding situation after heavy rains, serving the drainage of water for the area outside the main dike. During the construction process, to serve the construction and reinforcement of the canal bank, the construction unit organized the construction of a temporary dam to raise the discharge canal bank. However, in response to the urgent need for internal drainage during the period of heavy rain that may occur due to the impact of storm No. 3, the Project Management Board promptly directed the construction unit to break the temporary dam to clear the flow, proactively drain temporary flooding, protect agricultural production and minimize damage caused by natural disasters.
Mr. Nguyen Xuan Khanh, Director of Construction Investment Management Board No. 2 of Hung Yen province, said: The Board has requested contractors to develop plans to protect constructions when storms hit, prepare adequate materials, equipment, and human resources, and be ready to respond to incidents. The goal is to ensure absolute safety for people and constructions, especially in projects in the fields of agriculture and natural disaster prevention and control.
Proactive prevention and control at key projects
Currently, the whole province is implementing many key traffic and civil construction projects such as: Investment project to build Ring Road 4 - Hanoi Capital Region; Tan Phuc - Vong Phan road project (transferred to DT.378); coastal road project, Thai Binh - Cau Nghin road project, economic zone axis road project... At these projects, project management boards No. 1 and No. 2 of Hung Yen province have requested contractors to implement measures to brace camps, reinforce areas at risk of landslides, protect construction materials and equipment; proactively clear drainage ditches at material yards and structural casting areas. Units arrange forces to be on duty 24/7, monitor weather developments, temporarily stop construction in high-risk areas, control people and vehicles entering and exiting, and prepare evacuation plans when necessary. The project supervisory and management team is tasked with regularly checking the scaffolding system, lifting equipment, camps, fences, and signs; organizing a storm-proof force at a safe location, ensuring living conditions for workers. Each construction site has a storm-proof force with specific shelter plans.
Mr. Tran Minh Hai, Director of the Construction Investment Project Management Board No. 1 of Hung Yen province, said: Due to heavy rain, the construction works under construction were flooded, creating deep holes that were dangerous for vehicles participating in traffic. He requested relevant departments and units to directly inspect the site, direct construction units to supplement the system of warning signs and traffic barriers; inspect, detect and immediately handle incidents to ensure safety at the construction site; and immediately clear canals and ditches that have been silted up due to the construction process to ensure drainage for agriculture.
In the context of the complicated developments of storm No. 3 (storm Wipha), all levels, sectors and functional units in the province continue to promote the spirit of proactiveness and effectively deploy storm response work according to the motto "four on-site". Thorough preparation of prevention and control plans, timely review of vulnerable points, and 24/7 on-duty at construction sites not only contribute to ensuring the safety of people and construction vehicles, but also affirm the province's determination to minimize damage caused by natural disasters, protect production and people's lives.
