Ensuring the groundbreaking of Lao Cai - Hanoi - Hai Phong railway on December 19

Regarding the Lao Cai - Hanoi - Hai Phong railway project, the Prime Minister requested the Ministry of Construction to split the project into component projects according to its authority, proactively use domestic capital sources, and ensure construction starts on December 19.

The Government Office has just announced the conclusion of Prime Minister Pham Minh Chinh at the third meeting of the Steering Committee for important national railway projects and works.

Regarding the Lao Cai - Hanoi - Hai Phong railway project, the Prime Minister requested the Ministry of Construction to proactively organize the separation of the project into component projects according to its authority and legal regulations, proactively using domestic capital sources to ensure construction starts on December 19.

There needs to be a solution to shorten the progress of preparing the feasibility study report, including using the results that have been implemented, supplementing and adjusting if any, on the principle of meeting technical requirements and construction safety.

Localities and Vietnam Electricity Group continue to promote proactiveness, focus on directing the rapid implementation of site clearance and relocation of technical infrastructure works to meet the schedule of starting construction of the resettlement area on August 19 and starting construction of the project on December 19.

Regarding the high-speed railway project on the North-South axis, The Prime Minister requested the Ministry of Construction and other ministries and branches to implement the project in parallel, while at the same time, the project's work must follow the approved investment policy, suitable to actual conditions when there is no adjustment or request to stop from the competent authority.

Localities where the project passes through must urgently complete the establishment of the Site Clearance Steering Committee and consolidate the Site Clearance Steering Committee (localities with provincial mergers) before July 22. It is necessary to focus on directing the rapid implementation of site clearance and relocation of technical infrastructure works to meet the schedule for starting construction of the resettlement area on August 19.

The Prime Minister noted that the two localities proactively organize and implement projects according to Resolution No. 188/2025 of the National Assembly.

Regarding urban railway routes in Hanoi and Ho Chi Minh City, the Prime Minister noted that the two localities should proactively organize and implement projects according to Resolution No. 188/2025 of the National Assembly.

The Ministry of Finance shall preside over the settlement of petitions related to ODA capital of the No. 2.1 project, Nam Thang Long - Tran Hung Dao section and No. 2 Ben Thanh - Tham Luong section, to be completed before July 22. Report to Deputy Prime Minister Bui Thanh Son to resolve legal problems related to ODA capital in the direction of shifting from "pre-inspection" to "post-inspection".

For railway projects that have been decided on investment by the National Assembly, the People's Committee of the province where the project passes through shall establish, appraise, and decide on investment in independent component projects on compensation, support, and resettlement based on preliminary design documents in the Pre-Feasibility Study Report in accordance with regulations.

In case of any problems, the locality shall promptly send a summary to the Ministry of Construction to report to the competent authority for consideration and decision.

Provinces and cities with projects passing through assign specific tasks and plans to units, wards and communes to implement and complete site clearance for the Lao Cai - Hanoi - Hai Phong railway project in 2025 and the high-speed railway project on the North - South axis in 2026.

Provincial and municipal Party Secretaries - Heads of local site clearance steering committees directly direct the political system to organize implementation to ensure required progress.

The Prime Minister requested the People's Committees of provinces and cities where the project passes through to focus on directing the implementation to ensure the completion of all procedures according to regulations and simultaneously start construction of at least one resettlement area in each locality on August 19 on the occasion of the 80th anniversary of National Day.

The Ministry of Construction officially provides the route direction and land clearance scope to localities to update and correct the land clearance scope of the Lao Cai - Hanoi - Hai Phong railway project and the high-speed railway project on the North - South axis when the competent authority approves the project.
