Accompanying the delegation were Minister of Industry and Trade Nguyen Hong Dien, Minister of Transport Nguyen Van Thang, Minister of Natural Resources and Environment Dang Quoc Khanh, Secretary of Ha Tinh Provincial Party Committee Hoang Trung Dung, leaders of ministries, branches, central and local agencies, Vietnam Electricity Group (EVN), Electricity Transmission Corporation (EVNNPT), management boards, investors and contractors of the projects.
On the same day, the Deputy Prime Minister and the delegation inspected the implementation of the Dien Chau-Bai Vot and Bai Vot-Ham Nghi expressway projects, the 500 kV line 3 Quang Trach-Pho Noi project; presented gifts and encouraged officials, workers and laborers working at the project sites.
At the meeting, delegates reported on the situation of site clearance, handover, and project construction; raised difficulties, obstacles, tasks, solutions for the coming time, and made proposals and recommendations.
The 500kV line 3 extension project consists of 4 component projects, with a length of 519 km connecting Quang Trach (Quang Binh) to Pho Noi (Hung Yen) with a total investment of about 23,000 billion VND (nearly 1 billion USD). These projects will all start construction in October 2023 and January 2024.
Prime Minister Pham Minh Chinh requested that this line be completed by June 2024 to increase electricity supply to the North, avoiding local power shortages like the peak summer of 2023.
According to EVN's report, after the Prime Minister's inspection on January 27-18, construction work was carried out simultaneously on the entire route; many difficulties and problems were also resolved by the units in coordination.
To date, a total of 1,114/1,180 (94%) of the column foundation locations have been handed over. The entire project has 226 bid packages, which have basically been signed (only 4 bid packages are completing procedures in the next few days).
From January 28 to February 16, 2024, 38 additional foundation positions were completed, 421 additional foundation positions were implemented, and 733 additional column foundation positions were handed over.

However, the biggest problem with the project at present is the procedure for converting forest land, regulations on impacting forests to open temporary roads to serve the construction of each component project; construction work has difficulties in mobilizing machinery and equipment...

The North-South Eastern Expressway passes through Nghe An, Ha Tinh and Quang Binh provinces and includes 06 component projects.
In particular, in the 2017-2020 period, there is the Dien Chau (Nghe An) - Bai Vot (Ha Tinh) project invested in the form of BOT, 49.3 km long, with a total investment of 13,339 billion VND, expected construction time of 3 years. This project has basically completed the site clearance work; the output value of the contractors is 6,157/8,595 billion VND, equivalent to 72% of the contract value.
However, the progress of some items has not met the requirements, about 6 km of roadbed must wait until April-September 2024 to subside before there is enough time to unload, the project is at risk of not ensuring the progress as required by the Prime Minister (completed on April 30, 2024).
In the 2021-2025 period, the investment in the Bai Vot (Ha Tinh) - Cam Lo (Quang Tri) section includes 05 component projects with the Ministry of Transport as the managing agency, invested in the form of public investment with a total length of 259 km, total investment of more than 49,207 billion VND, construction started from January 1, 2023, expected to be completed in 2025.
With these 5 projects, the area of land handed over to date has reached 94% but construction has only been organized on a range of about 210/226.6 km, reaching 93%. Ha Tinh province has a high rate of land handed over that is qualified for construction, reaching 99%. Quang Binh province's land handover is still slow, reaching 88%. The remaining land is mainly residential land, with complicated relocation procedures and technical infrastructure works, related to many agencies and units.
Immediately after starting the 5 projects, the Ministry of Transport has resolutely directed the units to take advantage of favorable weather conditions and concentrate maximum resources to organize the construction. Up to now, the units have mobilized 2,118 machines and equipment of all kinds, 5,137 construction personnel, 114 supervision consultants and organized 222 construction teams (123 bridge construction teams, 99 road construction teams, civil tunnel construction teams and some works on the route).
Up to now, the output of 5 projects is about 8,329/30,410 billion VND, reaching 27.4% of the contract value, basically meeting the required progress. Some projects in the Vung Ang-Bung and Bung-Van Ninh sections have good progress.
However, Quang Binh province (Van Ninh-Cam Lo section) still has 2 Ho Chi Minh road sections with a length of about 3.1 km that have not been cleared for the construction of the road to serve the construction of the main route. The implementation of the construction of resettlement areas (in Quang Binh), the relocation of technical infrastructure works, especially the high-voltage power system (in Ha Tinh) is behind schedule. Sand mining time is regulated from 7am to 5pm every day, so it does not meet the construction requirements of "3 shifts, 4 shifts" as directed by the Prime Minister.
In total, for all 6 expressway projects above, in 2023, 47,199/47,881 billion VND was disbursed, reaching 99% of the assigned plan.
Investors and localities have made a number of recommendations related to the above-mentioned expressway projects, such as investing immediately in the left branch of Than Vu tunnel and 5 km of connecting bridge (on the Dien Chau-Bai Vot section) (phase 1 currently only builds the right branch of the tunnel, the left branch is expected to be invested in later); converting some sections to build overpasses in Quang Binh; building more intersections (such as the intersection connecting with VSIP Nghe An Industrial Park) to open up new development space, maximizing the project's efficiency.
The agencies also proposed amending regulations related to forest impacts under Decree No. 156/2018/ND-CP detailing the implementation of a number of articles of the Forestry Law.

Clear changes after the Prime Minister's drastic instructions
Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the purpose of the inspection and working session was to continue implementing the Prime Minister's direction, strengthening the way in which Government members work with localities, closer connection between the Central and local levels, more synchronous and effective coordination between agencies in implementing key national projects in the spirit of resolving difficulties wherever they are, and resolving problems at which level. After the meeting, the Deputy Prime Minister and ministries and branches will report fully to the Prime Minister.
Deputy Prime Minister Tran Hong Ha said that there have been positive progress and changes in project implementation thanks to the strong direction of the Government and the Prime Minister, the responsibility and efforts of ministries, branches, localities, agencies, investors, project management boards, contractors and staff, workers and laborers participating in the projects.

On behalf of the Government, the Deputy Prime Minister acknowledged, commended and highly appreciated the efforts of relevant entities, especially the Party Committees and authorities of the three provinces of Nghe An, Ha Tinh and Quang Binh, and the support of the people of the three provinces so that the site clearance of the projects achieved specific results.
The projects encountered many difficulties and obstacles during implementation, but have now regained progress and are accelerating, with a huge amount of work done. With the momentum at the construction site, the Deputy Prime Minister assessed that the projects can achieve their set goals. However, there are still difficulties and obstacles to meet the very urgent progress of the projects.
The Deputy Prime Minister requested ministries, branches, localities, agencies, investors, construction units, supervision consultants... to continue to seriously and effectively implement the Prime Minister's instructions on expressway projects and 500kV line 3, in accordance with the spirit of "only working, no backtracking, eating and sleeping quickly, braving the sun, braving the rain, working in 3 shifts, 4 shifts, through holidays and Tet", ensuring the progress, quality, techniques, aesthetics of the projects, ensuring safety, hygiene, environment, preventing and combating corruption, negativity, and waste. Localities focus on ensuring security and safety at project implementation locations.

Regarding problems related to forest land, the Deputy Prime Minister assigned the Ministry of Natural Resources and Environment to promptly complete the Government's report on the implementation results of Resolution No. 273/NQ-UBTVQH15 on the policy of changing the purpose of using forests, forest land and rice land from two or more crops of the North-South expressway construction project in the East in the period of 2021-2025, including the increased area; submit it to the National Assembly Standing Committee for consideration at the earliest meeting.
The Ministry of Agriculture and Rural Development and relevant ministries and branches urgently submit to the Government for consideration and handling of problems related to regulations on impacts on forests to build temporary roads for construction projects (after completing the project, the forest land will be returned), first submit to the Government to issue a Resolution on this content in the last week of February 2024; then continue to submit amendments to Decree 156 and related regulations to fundamentally resolve the issue.
Relevant ministries, branches, and agencies, together with investors and contractors, coordinate closely and effectively with localities to promptly complete site clearance and handover for expressway and power line projects according to the assigned schedule. The Ministry of Natural Resources and Environment will study and provide general guidance for localities in cases where they have difficulty identifying land users.

The Deputy Prime Minister also directed the handling of problems related to the relocation of technical infrastructure works, including high-voltage power lines (the Ministry of Industry and Trade directed EVN to closely coordinate with localities and relevant units to do this).
The Ministry of Construction provides guidance on methods for determining material prices at the mine so that localities can announce prices as a basis for investors to approve payment prices for highway construction contractors, including new materials such as sea sand.
Regarding the 500kV line 3, the Deputy Prime Minister requested the investor and contractor to strictly implement the Prime Minister's instructions on working with local authorities to mobilize local human resources and materials during the construction process. The Ministry of Natural Resources and Environment was assigned to promptly submit to the Prime Minister adjustments to land use targets for energy projects for localities.

Regarding expressway projects, Deputy Prime Minister Tran Hong Ha acknowledged and supported the proposals of relevant localities to build more intersections; requested the Ministry of Transport, the Ministry of Planning and Investment and other agencies to synthesize and report to competent authorities to update and supplement the planning; calculate resources and capital mechanisms to effectively implement the construction of intersections.

Regarding the proposal to invest in the left branch of Than Vu tunnel and the connecting bridge (total implementation cost of about 1,400 billion VND), Minister of Transport Nguyen Van Thang said that the Ministry supports the proposal because it is necessary, but it requires the consensus of all investors and the arrangement of capital sources. The Deputy Prime Minister requested the subjects, especially the investors, to carefully study, calculate the overall efficiency, and report to the competent authority for consideration and decision.

Agencies should carefully consider the proposal to adjust the design of some expressway sections to viaducts. If really necessary, they should adjust and report to competent authorities.
The Deputy Prime Minister requested that agencies continue to make efforts and promote the highest responsibility for the country and the people, striving to complete projects on schedule, including some projects on the occasion of the 50th anniversary of the liberation of the South and national reunification (April 30, 2025).
