With the spirit of concentrating efforts and prioritizing the implementation of the new apparatus at the local level, the entire system has focused and proactively prepared all stages from human resource arrangement to reviewing and converting compatible professional software... with the mindset of "ready to get started".
The Vietnam Social Security system has established Standing Teams at Vietnam Social Security headed by the Director, Standing Working Teams at regional Social Security, and Working Teams at district-level Social Security.
The Working Groups are responsible for receiving, guiding, and answering questions arising in the implementation of the organization and organization of the local government at two levels; inspecting, surveying, and closely following the implementation at the grassroots level to promptly resolve difficulties and problems arising according to their functions and tasks, or reporting and advising competent authorities for handling.
Vietnam Social Security has issued many documents guiding local social security agencies in implementing tasks according to the new model; assigning specific tasks to each unit. In particular, promoting the implementation of receiving and handling administrative procedures (TTHC) regardless of administrative boundaries, creating maximum convenience for people, immediately resolving difficulties and problems arising in practice. At the same time, promoting information to people, employees, and employers about transaction addresses, headquarters, and phone numbers of social security agencies, helping people easily access, contact, and carry out procedures on social insurance, health insurance, etc.; guiding the implementation of TTHC, public services when changing or merging administrative units, etc.
According to the reports of the units at the meeting of the Standing Group of Vietnam Social Security on June 30, up to this point, after proactively reviewing the main functions of related professional software, Vietnam Social Security is ready to serve the people according to the 2-level local model. The information technology system and software of Vietnam Social Security have been upgraded and updated with appropriate features and utilities.
Currently, Vietnam Social Security has provided 70 full-scale online public services and has integrated 100% on the National Public Service Portal, meeting the needs of people and businesses. Organizations and individuals can choose to submit documents via electronic transactions to save time and costs.
At the same time, with the new organizational model associated with 2-level local government, Vietnam Social Security has restructured business processes, connected with population data and data of ministries and branches; eliminated paperwork and procedures that already have data (population, ID, social insurance, vehicle registration, driver's license)...
On that basis, promote the implementation of receiving and resolving administrative procedures regardless of administrative boundaries. Accordingly, many administrative procedures can now be submitted by employees at any social insurance agency that is most convenient. The change in arrangement according to the two models of provincial and municipal social insurance and grassroots social insurance (not organizing district-level social insurance) does not affect the settlement of regimes and benefits of participants and beneficiaries.
