Ho Chi Minh's thoughts on social security are a system of comprehensive and profound viewpoints on policies to help people prevent, overcome and limit risks in life. Looking back at the journey of applying Ho Chi Minh's thoughts in the work of social insurance, health insurance and unemployment insurance in a mountainous border province like Cao Bang has a very special meaning. This is not only a testament to the vitality of Uncle Ho's thoughts, but also a typical example of how the local Party Committee brings the Party's policies into life, making social security truly a "solid support" for all people.

Ho Chi Minh Thought - Theoretical foundation and guideline for social security policy

Throughout his revolutionary life, Ho Chi Minh always strived for a burning goal: national independence, a rich people, a strong country, democracy, justice, civilization, and freedom for all people, a prosperous and happy life. He once said: “I have only one desire, an ultimate desire, which is to make our country completely independent, our people completely free, everyone has food to eat, clothes to wear, and education.” This is the overarching thought of his philosophy of social security.

Ho Chi Minh's thoughts on social security are an important part of his ideological system, reflecting the profound humanitarian and humanistic views of our Party right from the early days of the country's founding. He advised: "Whatever is beneficial to the people, we must do our utmost. Whatever is harmful to the people, we must avoid at all costs." In his thoughts, social security is not only a socio -economic policy, but also a vivid expression of democracy, of a state "of the people, by the people, for the people."

Right from the first years of independence, although the country was still facing many difficulties, Ho Chi Minh directed the promulgation of many policies to care for people's lives: the "Rice Jar to Relieve Hunger" campaign, calling for the establishment of an "Independence Fund", launching a movement of mutual love. Those policies laid the foundation for a social security system that our Party and State later gradually built and perfected.

Ho Chi Minh's thought on social security contains three major pillars: First, considering caring for people's lives as the highest goal of all policies. Any guidelines and policies that are not for the benefit of the people are meaningless. Second, building a social security mechanism for all people: all people, regardless of ethnicity, religion, rich or poor, have the right to access welfare. Third, cadres and party members must truly be "servants of the people", serving the people, not "revolutionary mandarins".

After more than 95 years, those views remain valid and are becoming increasingly urgent. In the context of industrialization, modernization, climate change and global pandemics, social security is increasingly seen as an important "fulcrum" for political stability, ensuring fairness and social cohesion. Our country's social insurance (SI), health insurance (HI), and unemployment insurance (UI) policies are the inheritance and concretization of his thoughts in new conditions. Up to now, the SI, HI, and UI policies have become a solid pillar in the national social security system.

Provincial social insurance strives to ensure social security, serving the people

Over the years, the Provincial Party Committee, authorities at all levels and the Cao Bang Social Insurance sector have identified that developing social security is not only an economic and social task, but also a political responsibility, a vivid manifestation of studying and following Ho Chi Minh's ideology, morality and style. Therefore, applying Ho Chi Minh's ideology to implementing social security policies in Cao Bang is of special importance. As a mountainous and border province, with more than 95% of the population being ethnic minorities, complex terrain, and many economic difficulties, bringing social insurance, health insurance and unemployment insurance policies to the people is not only a professional task, but also a political responsibility, demonstrating the profound humanity of the regime.

With the motto of “leaving no one behind”, Cao Bang Social Insurance has been making efforts every day to bring policies to remote villages, gradually realizing Uncle Ho’s teachings on caring for people’s lives. Since 1995, the number of people participating in social insurance was only about 16,300 people; up to now, this number has increased to 53,600 people, an increase of 3.2 times. Of which, the number of people participating in voluntary social insurance reached 19.2 thousand people, an increase of 391.8 times compared to 2008. The number of people participating in unemployment insurance also reached 27.8 thousand people, an increase of nearly 3.0 times compared to 2009. Particularly for health insurance, the number of participants increased from 110.4 thousand people in 2003 to 513.3 thousand people, reaching a coverage rate of 89.6% of the province's population (if including health insurance participants in the armed forces, people working outside the province who are issued health insurance cards at the locality where they work, the health insurance coverage rate reaches over 97% of the population).

In addition, with proactive and drastic measures, the collection and reduction of late payment have achieved encouraging results. The number of units and people participating in social insurance and health insurance has continuously increased over the years; collection targets are always completed early and exceed the plan, the rate of late payment is always low nationwide. The collection in 1995 reached about 4.1 billion VND, estimated to reach 1,755.8 billion VND in 2025, an increase of over 428 times. The work of issuing social insurance books, health insurance cards and confirming the process of participating in social insurance payments for employees is always carried out promptly and in accordance with regulations.

The settlement of social insurance regimes is always carried out in a complete, timely and correct manner to each participant and beneficiary, thereby contributing to supporting and stabilizing the lives of workers. Currently, the provincial Social Insurance is managing and paying monthly pensions and social insurance benefits to over 24,800 people, an increase of over 15,700 people, 2.7 times higher than in 1995, with a payment amount of about 1,800 billion VND/year. Over 240 billion VND/year is paid to beneficiaries of other social insurance regimes such as sickness, maternity, convalescence, health recovery, unemployment insurance, one-time social insurance... Currently, the management and payment of social insurance and unemployment insurance regimes through non-cash payment methods in urban areas has reached nearly 9,000 people, accounting for over 51% of beneficiaries in urban areas.

The work of appraising health insurance medical examination and treatment costs continues to be consolidated, enhanced and increasingly specialized. In 2025, the provincial Social Insurance will pay health insurance medical examination and treatment costs for health insurance medical examination and treatment facilities in the area, expected to be 487.7 billion VND, an increase of 481.5 billion VND (equivalent to an increase of more than 78 times) compared to 2002 (the time before merging health insurance into Cao Bang Provincial Social Insurance); with the number of health insurance medical examination and treatment visits of over 777 thousand, an increase of 611 thousand (equivalent to an increase of 4.7 times) compared to 2002...

Notably, in recent years, administrative procedure reform has made strong progress, effectively implemented electronic document transactions, enhanced the application of information technology in the industry's professional activities, focused on building a centralized database, promptly providing in-depth analysis and forecasts. Data interconnection, connecting management software: social insurance regime settlement (TCS), software for collecting and issuing social insurance books and health insurance cards (TST), accounting software and the Health Insurance Appraisal Information System contribute to preventing abuse and profiteering of social insurance and health insurance funds. Closely coordinate with the participant management agency, the police agency, the People's Committee at the commune level and participants to review, verify, update and supplement the Personal Identification Number/Citizen Identification Card of participants in the provincial Social Insurance database, synchronize the authentication of health insurance cards with the National Population Database to reach 99.96% of social insurance, health insurance and unemployment insurance participants in the province.

Ho Chi Minh's thought on social security is not only a valuable theoretical heritage, but also a guideline for action for each cadre, party member in general and civil servant of the Social Insurance sector of Cao Bang province in particular. Deeply imbued with that spirit, in the coming time, Cao Bang Social Insurance will continue to promote the spirit of "Solidarity - Democracy - Discipline - Breakthrough - Development" according to the motto of the 20th Cao Bang Provincial Party Congress, term 2025 - 2030. On that basis, Cao Bang Social Insurance will proactively advise local Party committees and authorities to effectively implement social insurance, health insurance and unemployment insurance policies in the province, gradually realizing the goal of building a multi-layered, sustainable social security system that covers all people - so that all people have a solid foundation in life.
