The spirit of responsibility and aspiration for development through the voice of the National Assembly Delegation of Ca Mau province

On the afternoon of October 21, at discussion group No. 8, the 10th session of the 15th National Assembly, National Assembly deputies from Ca Mau and Bac Ninh provinces had a lively, frank and responsible discussion on the work reports for the 2021-2026 term of the President, the Government, the National Assembly, the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, the State Audit, the Supreme People's Court and the Supreme People's Procuracy.

With the spirit of innovation, intelligence and construction, National Assembly delegates of Ca Mau province contributed many practical and profound opinions, reflecting the reality of local life and socio -economy; at the same time, demonstrating strategic vision on major issues of the country.

Delegate Tran Thi Hoa Ry, Vice Chairwoman of the National Assembly's Council for Ethnic Minorities, spoke at the discussion.

Speaking at the discussion in the group, delegate Tran Thi Hoa Ry, Vice Chairwoman of the National Assembly's Ethnic Council, expressed her high consensus with the reports on the term's work, especially the Government's report when 22/26 targets were achieved and exceeded the plan; the average GDP growth rate reached over 6%/year, inflation and public debt were well controlled. The delegate assessed that this was a commendable result in the context of the fluctuating world economy, demonstrating the Government's flexible and effective management, the solidarity and consensus of the entire people.

However, the delegates also frankly pointed out the shortcomings and limitations in the slow institutionalization of policies and guidelines; some ministries and branches have not yet issued full implementation guidance documents, reducing the effectiveness of policies and guidelines. The delegates said that it is necessary to overcome the situation of "fear of mistakes, fear of responsibility", strengthen the responsibility of leaders, and promptly issue regulations to decisively handle cases of delay and evasion in performing public duties.

Regarding the development of the Mekong Delta, delegates suggested that the Government consider the issue of landslides and land subsidence in Ca Mau as a national security issue, requiring an urgent investment program to protect the coast, restore mangrove forests and ensure sustainable livelihoods for people.

The delegate emphasized the need to continue to strongly innovate management thinking, cut down administrative procedures, eliminate unnecessary intermediate levels, and improve coordination efficiency between ministries and branches.

Delegates suggested that the Government should have a mechanism to bind the personal responsibility of heads of agencies and units when there are delays or shortcomings in performing public duties; at the same time, have a form of timely encouragement and reward for collectives and individuals who dare to think, dare to do, and dare to take responsibility.

Regarding social policy, delegates suggested paying more attention to improving income and enhancing the quality of life of people in remote areas, especially ethnic minority areas.

Delegate Dinh Ngoc Minh, full-time member of the National Assembly's Economic and Financial Committee, spoke at the discussion.

Delegate Dinh Ngoc Minh, full-time member of the National Assembly's Economic and Financial Committee, highly appreciated the Government's efforts in flexible management, maintaining macroeconomic stability, curbing inflation, and ensuring social security. However, he also suggested the need to more closely control the efficiency of public investment. According to the delegate, the progress of public investment disbursement is still slow, many projects are scattered, and have not created a widespread momentum. A stronger decentralization mechanism, coupled with clear accountability, is needed soon.

Delegates suggested that the Government focus on improving institutions, ensuring consistency between laws on investment, land, construction, and planning; reviewing and removing procedural bottlenecks, creating favorable conditions for businesses. Along with that, it is necessary to control public debt safely, restructure the State budget in a sustainable direction, increase the proportion of spending on development investment, and limit regular spending.

Delegate Nguyen Duy Thanh, member of the National Assembly's Economic and Financial Committee, Vice Chairman of the Ca Mau Provincial Business Association, spoke at the discussion.

The delegate said that after the pandemic, businesses still face many difficulties and need more practical support in accessing credit, land, markets and human resources.

Delegates recommended that the Government continue to improve the investment environment, remove administrative barriers, reduce compliance costs for businesses; at the same time, issue specific incentive policies to encourage businesses to invest in agriculture, aquaculture, renewable energy, areas with specific advantages of the Mekong Delta region in general and Ca Mau province in particular. In addition, more attention should be paid to vocational training and job conversion for rural workers, helping them adapt to the industrialization and green transformation process.

The profound, frank and responsible opinions of the National Assembly delegates of Ca Mau province at discussion group No. 8 are voices from reality, from the hearts of the People's representatives, aiming at the common goal of building a Vietnam that develops quickly, sustainably and is happy for all people.
