After signing a comprehensive cooperation agreement with Ho Chi Minh City University of Economics , the People's Committee of Ca Mau province established a Coordination Team to implement the cooperation agreement (Team), assigned tasks to each member and drafted the Team's activities.
On the side of Ho Chi Minh City University of Economics, a Working Group has been established to coordinate with relevant agencies and units of Ca Mau province in developing detailed plans, operating and organizing the implementation of cooperation programs and activities.
According to the cooperation plan, the Department of Home Affairs and the Department of Finance are two units with a number of tasks to be implemented in 2025. The Department of Home Affairs will be responsible for training to improve leadership and management capacity for commune-level officials in the 2-level local government model.
The Department of Finance is responsible for training to improve competitiveness, ensuring double-digit growth in the period 2026 - 2030; coordinating the organization of forums or seminars, conferences for micro, small and medium enterprises, business households, cooperatives and those who want to start a business; conducting specialized reports related to the economic sector, contributing to promoting the growth and development of the province for members of the Provincial Party Standing Committee, key officials under the management of the Standing Committee; organizing specialized topics to optimize the planning space for socio-economic development and implementing logistics development of the province in the context of regional, national and global linkages.
For member departments and branches, based on assigned tasks, coordinate with partners of Ho Chi Minh City University of Economics to develop a cooperation plan for 2026 and send it to the Department of Home Affairs.

At the meeting, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan requested departments and branches to propose specific tasks and contents to be implemented each year and identify priority tasks to be done first to ensure strictness, efficiency, and avoid waste; by the end of 2025, the Coordination Team must have products, contributing to the development of the province.
Regarding cooperation in the coming time, from now until December 31, Ho Chi Minh City University of Economics will send a working group to directly support the Provincial Innovation Center and Bac Lieu University; Ca Mau province will order Ho Chi Minh City University of Economics to conduct annual socio-economic assessments for the province; agree to open 02 training courses in the fourth quarter of 2025 to improve leadership and management capacity for commune-level officials in the 02-level local government model.
Vice Chairman of the Provincial People's Committee Nguyen Minh Luan suggested that the Department of Finance open a training course on topics related to optimizing the planning space for socio-economic development after the merger; promoting competitive advantages, overcoming bottlenecks and bottlenecks, ensuring double-digit growth from 2026. The Department of Home Affairs must review the staff and have a training plan from 2026; rectify the work of staff planning and selecting staff, prioritizing young and capable staff; re-draft the working regulations and assign tasks of the Coordination Team. The Office of the Provincial People's Committee and the Department of Home Affairs coordinate to prepare the content and contact the University of Economics Ho Chi Minh City to inform about the meeting contents of the Coordination Team.
