On November 19, a storm carrying strong winds affected several areas in Russia's Siberia region, killing at least two people and injuring many others.

A tree fell on a car in Novokuznetsk, killing two people and sending two others to hospital, city officials said. The mayor of Novokuznetsk declared a state of emergency in the city after strong winds disrupted power supplies and damaged buildings. Schools and kindergartens in the city will be closed on November 20.

Similarly, strong winds swept through Bulgaria and neighboring Romania overnight, killing at least two people. Heavy rain and snow disrupted power grids, caused flooding, and cut off many roads in the east of the two countries.

Specifically, the Bulgarian Black Sea city of Varna and two neighboring cities have declared a state of emergency due to bad weather. A police statement said that strong winds caused a tree to fall, killing one person in Varna and injuring two rescue workers. In the suburbs of Sofia, a tree fell on a car, killing one person and seriously injuring another.

Power supplies were cut off in all five districts of Varna. Tons of fallen tree trunks and branches blocked roads and railways, disrupting traffic. Varna airport remained open, but some flights were delayed or canceled. Many major roads in northeastern Bulgaria were also blocked by ice and snow, leaving vehicles stranded.

The Bulgarian National Weather Service has issued an orange warning for dangerously strong winds across eastern Bulgaria on November 19, warning that gusts could reach 100-125 km/h, causing waves up to 5m high along the Black Sea coast.

Meanwhile, in neighboring Romania, strong winds swept across the southeast, shutting down several Black Sea ports. The country's weather agency issued its highest red alert for heavy rain and strong winds in two regions bordering the Black Sea, near the Bulgarian border. Emergency services sent text messages advising people to stay out of the sun. Thousands of homes were without power, and firefighters cleared 140 fallen trees and damaged 40 cars.

On the same day, Kenya's state-owned railway company announced that freight services to and from the port city of Mombasa were disrupted due to heavy rains and landslides along the country's coast.

In recent weeks, the Horn of Africa has been hit by heavy rains and flash floods due to the El Nino phenomenon, killing dozens of people, including at least 46 in Kenya.

Also on November 19, Brazilian authorities announced that floods and landslides caused by heavy rains in the south of the country have killed at least 6 people in the past week.
