On May 20, the Ministry of Culture, Sports and Tourism announced that Deputy Minister Hoang Dao Cuong signed a decision approving the project to preserve and promote the value of the Xuong Ly lagoon fishing festival (in Nhon Ly commune, Quy Nhon city, Binh Dinh).

The project aims to concretize the Party and State's policies on preserving traditional cultural heritage, contributing to sustainable tourism development and new rural construction. Through the restoration and teaching of rituals and folk knowledge of the fishing festival, the project aims to preserve the cultural identity of the sea, connect generations and spread community spirit.
Preserving the fishing festival: Promoting the value of marine culture
According to the plan, the key tasks of the project include: researching and surveying the Xuong Ly Van Dam Fishing Festival; organizing classes to teach knowledge and skills for practicing the festival to the community; practicing and performing typical rituals in the festival; supporting equipment and offerings for practicing the ritual; building documentary films, photo collections and propaganda materials about the local fishing festival.

The Ministry of Culture, Sports and Tourism assigned the Department of Cultural Heritage to preside over the implementation, coordinate with the Department of Culture, Sports and Tourism of Binh Dinh and the People's Committee of Quy Nhon City to conduct a survey of intangible cultural heritage, assess the actual conditions in the community to serve the conservation work. The project will also compile a list of artisans and festival practitioners participating in the implementation, and at the same time propose specific solutions to promote the unique cultural values of the Xuong Ly lagoon fishing festival.
The project is expected to be implemented in the second and third quarters of 2025.
The Xuong Ly Van Dam Fishing Festival has long been a spiritual support for the fishing community of Nhon Ly commune, associated with the worship of Whale, also known as Nam Hai Dai Tuong Quan. The festival not only has unique cultural and historical values, but also deeply demonstrates the philosophy of living in harmony with the ocean and the fishermen's gratitude to their guardian deity.
Traditional rituals such as the Ông procession, ba trao singing, and sea worshiping ceremonies not only reflect the beauty of beliefs but also symbolize the spirit of solidarity and community cohesion.
Preserving the Xuong Ly Van Dam Fishing Festival not only aims to preserve unique cultural values, but also contributes to creating a highlight for the development of cultural and spiritual tourism in Quy Nhon City and Binh Dinh Province in general.
Archaeological excavation of 3 sites at the Truong Luy Binh Dinh relic site
In addition, Deputy Minister Hoang Dao Cuong has just signed a decision to allow archaeological excavations at 3 locations in the Truong Luy Binh Dinh relic site (An Lao district, Binh Dinh).
Accordingly, Binh Dinh Provincial Museum will coordinate with the Southern Institute of Social Sciences to conduct excavations from May 23 to June 30 at 3 locations of the Truong Luy Binh Dinh relic site: H4 post (village 4, An Hung commune) with an area of 68 m² (2 excavation pits); Dong Ham post (village 5, An Hung commune) with an area of 96 m² (4 pits); An Quang post (village 2, An Quang commune) with an area of 36 m² (3 pits).

Mr. Nguyen Khanh Trung Kien (Southern Institute of Social Sciences) is the person in charge of the excavation. The artifacts found will be managed and protected by the Binh Dinh Provincial Museum and the provincial Department of Culture, Sports and Tourism to avoid loss and damage. After the excavation, the locality will send a report to the Ministry of Culture, Sports and Tourism on the plan to preserve and promote the value of the artifacts.
The section of Truong Luy Binh Dinh running through An Lao district and Hoai Nhon town is more than 14 km long, an important part of the Truong Luy system with a total length of 127 km, stretching from Quang Ngai to Binh Dinh.
