(HNMO) - On April 19, Hoang Mai District Police ( Hanoi ) and the Criminal Police Department (Hanoi City Police) arrested Ho Ngoc Toan (born in 1986; residing in Park 2 Time City, Mai Dong Ward, Hoang Mai District, Hanoi) to investigate the act of "Intentionally damaging property". Toan is the subject who damaged about 16 car tires in the HH Linh Dam area.
As reported , at around 6:30 a.m. on April 10, Hoang Mai District Police received a report from residents that some cars parked overnight at Linh Dam Lake opposite HH2A Linh Dam, Hoang Liet Ward, had their tires punctured.
Upon receiving the information, on April 17, Hoang Mai District Police coordinated with the Criminal Police Department to clarify, urgently arrest and temporarily detain Ho Ngoc Toan, an employee of the HH Linh Dam parking lot, belonging to Hoang Lan Service and Trading Company Limited.
At the police station, Toan confessed that he was an employee of the above company, operating a motorbike parking business around the HH Linh Dam apartment complex. By the end of 2022, the company's motorbike and car parking license was not renewed by the authorities, but in fact, the business continued to operate motorbike and car parking at the HH Linh Dam apartment complex.
Recently, frustrated because the company director did not trust him, Toan came up with the idea of puncturing car tires around Linh Dam Lake so that the company would have to compensate customers and ask Toan to manage the parking lot.
At around 10pm on April 9, Toan went to the HH Linh Dam apartment complex, pretending to be someone going to exercise. After wandering around for a while, Toan found a pair of sharp-pointed scissors and walked to where there were cars of residents, where no one was watching. In a few minutes, Toan continuously punctured more than 10 car tires.
Based on collected documents, Hoang Mai District Police have initiated a criminal case of "Intentional damage to property" and are coordinating with relevant agencies to continue investigating and expanding the case.
