On June 2, Nguyen Binh District Police, Cao Bang Province, informed that the unit had just successfully broken up a case and arrested Nong Van Thuc (born in 1969), the subject who caused many incidents of throwing rocks at tourist vehicles at the top of Phia Oac Mountain, Thanh Cong Commune, Nguyen Binh District.

According to the investigation results, Thuc had a previous conviction for robbery in 1996 and was sentenced to 12 years in prison. After returning to his hometown, Thuc wandered around Phia Oac Mountain. From the end of 2022 to May 2023, Thuc piled rocks into small piles on the hill, broke tree branches to create hiding spots, then piled large rocks on the road to block vehicles from going to the top of the mountain.

Notably, Thuc had assaulted Mr. NVT, a mineral protection officer, while he was patrolling the Phia Oac mountain peak area and had repeatedly thrown rocks at tourist vehicles going up Phia Oac mountain, causing damage to the vehicles and causing panic among tourists.

Following the direction of the Provincial Police Director, Nguyen Binh District Police established a special project to combat this subject. The District Police force used many professional measures, organized patrols many times, and persistently ambushed to capture the subject. However, the area is a special-use forest with many caves and mountains, a large area, no phone signal, no residents, and the subject is a person who has lived in the forest for many years, has a lot of experience in hiding, and has no clear personal background, so verifying and capturing him encountered many difficulties.

At around 7:00 p.m. on May 31, 2023, the district police task force discovered, chased, and surrounded the subject as he was coming out of the forest. Being cornered in a ravine, Thuc used a sharp knife with the intention of fighting back, but the task force later controlled and arrested the subject. At the police station, Nong Van Thuc confessed to his crime, repeatedly throwing rocks at people and tourists with the purpose of preventing and not allowing others to come to burn incense and perform rituals at the abandoned temple on the top of Phia Oac mountain.

The arrest of the reckless subject has restored peace to the people and tourists coming to Nguyen Binh district for sightseeing and tourism.

The case continues to be investigated and clarified.
