Subject Nguyen Trong Luan confessed his crime at the police station.

Previously, after receiving information from the hotline of the Provincial Police Director, the Criminal Police Department conducted verification and investigation. From there, it was discovered that from February 2023 to present, Nguyen Trong Luan contacted people who wanted to buy and sell kidneys nationwide via his personal phone number; after agreeing on the price, the subject arranged for the kidney seller to stay near Hue Central Hospital to complete the testing procedures for kidney transplant. When the procedures were completed and the seller entered the operating room, the subject would transfer all the agreed money to the seller.

At the investigation agency, Nguyen Trong Luan confessed to buying a kidney from a donor for between 380 million and 450 million VND. Then, he brokered the sale to the buyer for between 1 billion and 1.45 billion VND. While organizing a kidney transplant brokerage on December 20, 2024, he was discovered and arrested by the police.

The behavior of Nguyen Trong Luan shows signs of the crime of "Buying and selling human body parts" as prescribed in Article 154 of the Penal Code.
