Closing training session on activities of Party organizations, government, Fatherland Front, and political organizations at commune level (new)

The conference took place on June 14 and 15, in person at the Ho Chi Minh National Academy of Politics, online to nearly 11,000 locations nationwide, with over 1.5 million delegates attending.

The conference is of great importance in implementing professional and technical contents related to Party building and organization, State management, and organization of activities of the Vietnam Fatherland Front and socio-political organizations (new).

The delegates were introduced and guided by leaders of central departments, ministries and branches on topics related to Party building and organization, grassroots party organizations, apparatus and activities of commune-level Party committees (new); new points in the Party's inspection and supervision work and functions, tasks and organizational structure of commune-level inspection committees (new); organization and activities of the Vietnam Fatherland Front and political organizations at the commune level (new).

The conference informed delegates of a general report on the functions, tasks, and powers of local governments at two levels; general issues on decentralization, delegation of power, and assignment of authority to local governments at two levels in the fields of justice, science and technology, construction, agriculture and environment, industry and trade, and health; on the functions, tasks, and organization of activities of public administrative centers at provincial and commune levels.

Thereby, the delegates fully understood and grasped the policies, regulations, and guidelines in organizing and implementing and resolving difficulties and problems arising in the process of reorganizing the apparatus, so that the Party Committee, the government, the Vietnam Fatherland Front, socio-political organizations, and political organizations at the commune level could operate, and at the same time, operate smoothly and synchronously, ensuring quality, efficiency, effectiveness, and efficiency according to Conclusion No. 167 dated June 13, 2025 of the Politburo and the Secretariat.

In his closing speech at the conference, Prime Minister Pham Minh Chinh emphasized: reorganizing the apparatus of the political system, implementing a two-level local government with inheritance and promotion to increasingly perfect, suitable, and meet new development requirements. The reorganization of the apparatus aims at three major goals: creating new development space, thereby creating new driving forces and new resources; renewing old growth drivers and promoting new growth drivers; cutting out intermediate steps, cumbersome, administrative procedures that cause trouble for people and businesses, so that the apparatus operates more effectively.

The Prime Minister frankly acknowledged that the reorganization of the apparatus and organization of two-level local governments is difficult, so it requires solidarity, unity, and synchronous, simultaneous, comprehensive, and holistic implementation, in the spirit of working together, winning together, and developing together.

The Prime Minister emphasized that decentralization and delegation of power to the grassroots level must be associated with resource allocation. The grassroots government must be close to the people, listen to the people to resolve difficulties and problems for the people; at the same time, effectively use and promote resources in culture, human resources, science and technology, infrastructure conditions... to avoid wasting resources, to serve the requirements of national development in the new period.

In the spirit of "only discuss, do not retreat", "do must win", the Prime Minister requested the implementation of the organization and operation of Party organizations, government, Vietnam Fatherland Front, political organizations at the commune level to closely follow the policies and laws of the Party and State and absorb and listen to the opinions and contributions of the people. In the implementation process, if there are difficulties or problems, they must continue to be resolved, in the spirit of solving problems wherever they are.

The Prime Minister requested that localities and units closely follow the Central Government's direction to achieve the goals and requirements on implementing two-level local government, with the highest goal of creating stability for development, making people's lives increasingly prosperous.

Party committees, authorities, media and press agencies continue to focus on propaganda, especially policy communication, to raise understanding, awareness and action in the whole society on the arrangement of local administrative units; at the same time, inspire and create motivation to complete the set goals.

Emphasizing the need for high determination, great efforts, drastic actions, and success, Prime Minister Pham Minh Chinh requested “speed, even faster, bolder, bolder to succeed, succeed, definitely succeed” in the “revolution” in the organizational structure of the political system and two-level local government, contributing to maintaining independence, sovereignty, territorial integrity, political stability, economic and social development, bringing an increasingly prosperous and happy life to the people.
