The People's Council of Ben Tre province, term X, 2021-2026, held the 18th Session - Session to resolve urgent matters. At the Session, delegates of the People's Council of Ben Tre province reviewed, discussed and voted to pass 9 resolutions, along with important reports, including many strategic contents, of historical significance to the development of the province.
Specifically, the meeting passed 3 resolutions to implement the policy of arranging specialized agencies, arranging commune-level administrative units and building a 2-level local government organization model, including: Resolution on approving the policy of arranging commune-level administrative units in 2025 of Ben Tre province; Resolution on reorganizing Ben Tre Provincial Inspectorate; Resolution on approving the policy of arranging provincial-level administrative units for Ben Tre province.
The meeting also passed 5 resolutions on public investment, public assets, capital allocation for national target programs, land price adjustment... Passed 1 resolution related to personnel work under the authority of the Provincial People's Council.
Speaking at the meeting, Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Ben Tre province Ho Thi Hoang Yen emphasized that the approval of the Resolution on rearranging the commune-level administrative units of Ben Tre province from 148 administrative units to 48 units (including 43 communes and 5 wards); merging the entire area and population of Ben Tre, Tra Vinh , Vinh Long provinces into the new province of Vinh Long, with the administrative center located in Vinh Long province is currently a highlight of special significance.
At the same time, it is proposed that after the meeting, the Ben Tre Provincial People's Committee urgently implement the resolutions approved by the Provincial People's Council to all sectors and levels. Continue to closely follow the direction of the Central Party Committee, the National Assembly , the Government, and the Provincial Party Committee to complete the organization and arrangement of the apparatus and administrative units to ensure compliance with the prescribed time.
Proactively review and issue specific regulations to handle a number of related issues to ensure that the operations of agencies, people and businesses are continuous, smooth and uninterrupted. Carry out well the work of disseminating, propagating and orienting ideology in agencies, units, localities and organizations as well as participating in orienting public opinion, ensuring solidarity, consensus and high unity within the organization and among all classes of people.
Secretary of the Provincial Party Committee, Chairwoman of the Ben Tre Provincial People's Council Ho Thi Hoang Yen also requested the Provincial People's Committee to synchronously implement support policies for those affected by the reorganization, part-time workers at the commune level, ensuring timeliness and compliance with regulations. Fully prepare necessary conditions, specify functions, tasks, powers, organizational structure... to ensure conditions for new administrative units to come into operation no later than August 15, 2025 (for commune level) and before September 15, 2025 (for provincial level).
Focus on leading, directing, and implementing more drastically the tasks and solutions to promote the allocation and disbursement of public investment capital in 2025 according to the direction of the Government and the province.
For public investment projects invested by district level, it is necessary to speed up the construction progress to complete the project and disburse all allocated capital before June 30, 2025 to terminate district level activities.
Strengthen coordination between the government, the Fatherland Front and socio-political organizations at all levels to resolutely implement tasks and solutions for socio-economic development in 2025, especially the economic growth target of 8% or more as set out in the Resolution of the Provincial People's Council. Focus on directing the review and planning to effectively use unused headquarters and public assets, avoiding loss, waste and negativity when arranging 2-level administrative units.
