On the morning of November 26, the Hanoi People's Council opened its 28th session to carry out its assigned tasks.
Speaking at the meeting, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc said that 2025 is a year of special importance. The city has successfully organized Party congresses at all levels and the 18th City Party Congress for the 2025-2030 term.
According to Mr. Ngoc, 2025 is the year marking a strong transformation in thinking, vision, institutional innovation and governance model for the capital's development in the spirit of revolutionary policies, strategic resolutions of the Party Central Committee, the Politburo , the directives of General Secretary To Lam for the capital and 3 institutional pillars: Resolution 15 of the Politburo, the Capital Law and 2 major plans.

The Hanoi Party Committee, People's Council and People's Committee have focused on leading, operating, organizing and implementing the unified, synchronous, drastic and effective goals, policies, strategic decisions, tasks and key solutions, achieving positive and outstanding results, creating a strong foundation and driving force for the capital's socio -economic development in 2026 and the coming term.
The Hanoi Secretary said that in 2025, the capital's economy will grow rapidly, 23/24 main targets will be completed and exceed the plan, such as GRDP estimated to increase by 8.5%, GRDP per capita reaching 176.4 million VND.
Along with that, the total estimated state budget revenue is over 641,000 billion VND, an increase of nearly 22% compared to 2024; FDI attraction is 4.1 billion USD, an increase of 52% compared to 2024, an economic bright spot of the capital and leading the whole country...
According to Mr. Ngoc, the city's thorough decentralization and delegation of power, combined with the spirit of reducing administrative procedures and digital transformation, has had positive results.
The capital's urban infrastructure, environment, socio-culture, education, social security, national defense and security, and foreign affairs continue to be strengthened, creating a foundation for the new stage.
In addition, urban infrastructure across the Red River and belt roads are being invested in to create momentum for socio-economic development, creating a new look for the capital in the new era.
Mr. Ngoc said that the development of science and technology, innovation and digital transformation of Hanoi has been raised to a new level, is a consistent goal, and plays a pioneering role in the development orientation of the capital in the new era.

The Hanoi Secretary emphasized that the capital and the country are entering a new era of development. The amount of work that the city needs to complete and the tasks set for the city's levels and sectors are extremely large, with some tasks being unprecedented.
Therefore, city authorities at all levels need to innovate their thinking and act more decisively, according to Mr. Ngoc.
The Hanoi Secretary requested relevant agencies to have solutions and coordinate smoothly to achieve clear results and products, contributing to building and consolidating the political system and developing the capital's socio-economy for the growth target of 11% or more from 2026, thereby serving people and businesses better.
The head of the Hanoi Party Committee also requested relevant agencies to continue to strengthen supervision work, especially key tasks and bottlenecks of the city in a practical, effective and efficient manner, promptly grasping the thoughts and aspirations of the people.
