Implementing Resolution No. 31-NQ/TU of the Provincial Party Executive Committee on directions and tasks for 2025, with the year's working theme being "Breakthrough in economic development, creating momentum for the new term", the entire political system of the province, departments, branches, and localities have immediately started to carry out tasks, especially the task of collecting local budgets.
In the special context of 2025, implementing Resolution 18-NQ/TW of the 12th Party Central Committee on continuing to innovate and streamline the political system's apparatus to operate effectively and efficiently, along with implementing the two-level local government model, Quang Ninh has shown its strong determination in implementing tasks, striving to achieve the highest results. In particular, the province has adjusted the growth target to over 14%, thereby creating momentum for the new term 2025-2030.
Immediately after completing the streamlining of the apparatus and merging administrative units according to the two-level local government model, all levels, sectors and localities have stepped up the implementation of Conclusion No. 1286-KL/TU dated July 10, 2025 of the Provincial Party Committee, Resolution No. 281/NQ-HDND dated July 17, 2025 of the Provincial People's Council on tasks and solutions for socio -economic development in the last 6 months of 2025, Conclusion No. 01-KL/TU dated October 10, 2025 of the Provincial Party Committee on a number of key tasks in the fourth quarter of 2025. The Provincial People's Committee directed departments, sectors and localities to review and advise on adjusting the growth targets for the fourth quarter and the whole year to strive for a breakthrough in economic growth in the last months of the year. At the same time, the provincial leaders have directly directed and implemented economic management measures in all areas such as: Directing the reduction of sea surface rental costs; removing difficulties and obstacles in land leveling and site clearance for many key projects; directly meeting and working with the coal and electricity industries; promoting with many potential investors in industrial parks; promoting and connecting to organize a series of tourism events with international influence...
Thanks to high determination, great efforts and flexible and creative leadership and management, the socio-economic development situation in October 2025 has achieved extremely positive and breakthrough results. In particular, the production index of the processing and manufacturing industry in October is estimated to increase by 36.46% over the same period, and the cumulative increase in 10 months is 34.16% over the same period. The total number of tourists in 10 months is estimated at 18.43 million, up 10% over the same period; total tourism revenue in 10 months is estimated at 48,362 billion VND, up 21% over the same period.
By the end of the first 10 months of 2025, Vietnam National Coal - Mineral Industries Group had produced 32.5 million tons of coal, reaching 88% of the yearly plan. Contributing over 17,000 billion VND to the state budget in Quang Ninh. For the whole year of 2025, the Group aims to produce 36.8 million tons of coal and consume 50 million tons.
The export turnover of enterprises in the province in 10 months reached 3.386 billion USD, up 17.3% over the same period. The import turnover of enterprises in the province is estimated at 3.757 billion USD, up 16.7% over the same period. In 10 months, import-export revenue reached 13,655 billion VND. The Customs Branch of Region VIII aims to complete 17,800 billion VND in import-export revenue in the whole year of 2025.
From the positive results in implementing the tasks of departments, branches, sectors and localities, it has greatly contributed to the general budget collection task of Quang Ninh province with an impressive figure. In the first 10 months, Quang Ninh's total budget revenue exceeded the target set at the beginning of the year, reaching 67,960 billion VND, equal to 123% of the central budget estimate, 119% of the provincial budget estimate, an increase of 54% over the same period in 2024. Of which, domestic revenue reached 54,285 billion VND, exceeding 45% of the central budget estimate, exceeding 37% of the provincial budget estimate, an increase of 89% over the same period last year.
Resolutely implementing the annual working theme "Breakthrough in economic development, creating momentum for the new term", Quang Ninh is determined to set a new record in budget revenue, in which it is expected that in 2025, Quang Ninh's total budget revenue will reach nearly 82,000 billion VND, equal to 149% of the estimate assigned by the Central Government. Of which, domestic revenue is estimated to reach over 64,000 billion VND, import-export revenue reaches 17,800 billion VND.
To complete the set goals for the whole year, Quang Ninh creates the most favorable conditions, maintains stable coal and electricity production; actively supports and accompanies businesses, puts projects and works into operation, especially processing and manufacturing plants. Along with that, continues to support and remove procedures and difficulties for construction investment projects that are included in the growth plan, completely resolves procedures to carry out construction in the fourth quarter of 2025.
In the tourism and service sector, resolutely and effectively implement the year-end tourism stimulus campaign, maximize the spillover effects of major events, and determine to attract 2.85 million visitors, with tourism revenue reaching over VND 8,600 billion in the last two months of 2025.
The end of 2025 is also the beginning of the new term 2025-2030 with many major goals and targets set by the 16th Provincial Party Congress. Quang Ninh is determined to set a new record in budget revenue, thereby creating a premise for a new period, determined to build Quang Ninh rich, civilized, modern, happy, becoming a centrally-run city before 2030, becoming a large urban area of regional and international stature by 2045, one of the country's important economic locomotives, confident, steadfast, moving forward in the new era of development.
