Transforming the content and form of Party cell activities
The Party Central Committee issued Resolution No. 21-NQ/TW, dated June 16, 2022 "on strengthening and consolidating grassroots party organizations and improving the quality of party members in the new period". The first group of tasks and solutions of the resolution clearly stated: Effectively implementing the model of "Four-good Party Cells" (including four criteria: Good completion of political tasks; good quality of activities; good solidarity and discipline; good cadres and party members). To specify this content, many provincial and municipal party committees have issued guidelines for party cells to implement synchronously, uniformly and effectively.
On January 24, 2024, the Organizing Committee of the Hai Phong City Party Committee issued Instruction No. 08-HD/BTCTU on implementing the model of "four good party cells" and "four good grassroots party organizations". The instruction requires that the model building process must be carried out seriously in the spirit of self-awareness, ensuring objectivity, science and substance. Many party cells have had specific plans to implement each criterion content, focusing on innovating the way of working, increasing dialogue and substantive discussion, overcoming the situation of formal reporting; the content of activities must be close to reality and rich in topicality.
Comrade Pham Ngoc Uy, Secretary of Thanh Lap Village Party Cell, Gia Loc Commune ( Hai Phong City) said: Thanh Lap Village Party Cell determined that improving the quality of activities and building a "four-good Party Cell" model is a key task, considering this a breakthrough in improving the leadership capacity and fighting strength of grassroots Party organizations and Party members. Determined to carry out this task, the Party Cell issued working regulations; assigned specific tasks to Party Committee members and Party members in the direction of clearly defining the person and the job; developed a work plan, inspection and supervision program of the Party Cell every year; registered with the superior Party Committee to build a "four-good Party Cell" model; organized regular activities and had a thematic activity plan in accordance with regulations. The content of the activities promptly concretized the resolutions of the superiors in accordance with the reality and tasks of the Party Cell; promptly considered and resolved problems arising at the grassroots level.
The actual implementation of the model of “four good party cells” in many party cells has initially shown clear effectiveness with positive changes in the content and form of activities. Thanks to the innovation in the method of activities, practical problems at the grassroots level are listened to, grasped, and resolved promptly, contributing to strengthening the relationship between the Party and the people. However, the implementation process also encountered certain difficulties.
According to comrade Pham Ngoc Uy, the implementation of this model by Thanh Lap village Party Cell has some problems, such as: Many young party members work in companies and enterprises, causing difficulties in arranging meeting schedules, leading to some resolutions and documents from superiors being implemented sometimes not being timely; the content of activities, especially thematic activities, is sometimes still confusing in form... However, with high political determination, the Party Cell has had many initiatives, found specific solutions, and brought Party Cell activities into real depth.
Overcoming passive mentality, improving team quality
The “four good party cells” model is a concrete and creative way to help bring the Party’s resolutions into life with easy-to-remember, easy-to-implement, and easy-to-verify criteria. The implementation of these criteria has contributed to gradually overcoming the situation of formal party cell activities and party members being “afraid to speak and afraid to act”.
The Party Cell of Ship 51-11-66, Party Committee of Brigade 649, Department of Motorcycles and Transport, General Department of Logistics and Engineering (Ministry of National Defense) has 18 party members. In the spirit of Resolution No. 21-NQ/TW, the Party Cell has implemented the construction of the model of "four good Party Cells" with many rich contents and forms, achieving practical results based on the assigned functions and tasks.
Comrade Nguyen Cong Thanh, Secretary of the Party Cell, shared: Right from the beginning of 2025, the Party Cell has included the content of building a "four-good Party Cell" model in the resolution on leadership in implementing the annual tasks. The Party Cell determines the content and implementation measures appropriate to the characteristics and tasks of the unit, attaching importance to organizing thematic activities on a quarterly basis to ensure timeliness and attractiveness. In addition to regular monthly activities, the Party Cell conducts thematic activities at least once a quarter; assigns Party members to prepare content close to the unit's task requirements, associated with the implementation of the Central Committee's resolutions and conclusions on Party building and rectification and the political system; studying and following Ho Chi Minh's ideology, morality and lifestyle; exemplary responsibility of cadres and Party members...
To concretize the criteria of the "four good party cell" model, Party Cell 51-11-66 clearly identified that, in addition to the exemplary role of the Party Committee and the head of the Party Committee, the Party members must truly be the core force in all activities of the unit. According to comrade Nguyen Cong Thanh, the special effect of implementing the model is to overcome the passive mentality in Party cell activities of Party members, instead, there is a positive spirit, frankly discussing issues. In Party cell activities, there are always 70% of cadres and Party members participating in speaking, sharing experiences, and giving practical solutions to solve limitations in performing tasks, contributing to strengthening internal solidarity and creating a more open and democratic working environment, improving the quality of task performance.
The effectiveness of the “four good party cells” model is not only measured by numbers, achievements or titles, but also by the change in awareness, leadership methods, working style and close relationship between the Party and the people. Each good party cell will be the nucleus spreading the spirit of responsibility, democracy and discipline, contributing to building a clean and strong Party right from the grassroots.
