On the afternoon of November 29, the Hai Phong City Party Committee and People's Council held a conference to announce the decisions of the Standing Committee of the City Party Committee on personnel work in the Party agencies and the decisions of the Chairman of the City People's Committee on personnel work, departments, branches, sectors, and public service units under the Hai Phong City People's Committee.
This is the largest arrangement and mobilization since the merger of Hai Phong city.
The Standing Committee of Hai Phong City Party Committee has issued decisions on personnel work of agencies and units, effective from December 1, 2025.
Specifically, assign, mobilize and appoint Mr. Bui Hung Thien, member of the City Party Committee, Deputy Director of the Department of Agriculture and Environment to hold the position of Chief of the City Party Committee Office.
Mr. Dang Xuan Thuong, member of the City Party Committee, Secretary of the Party Committee, Chairman of the People's Council of Gia Loc commune, ceased to participate in the Party Executive Committee, ceased to hold the position of Secretary of the Gia Loc commune Party Committee for the 2025-2030 term, assigned, transferred, and appointed to the position of Head of the Standing Committee of the Internal Affairs Committee of the Hai Phong City Party Committee.
Assign and transfer Mr. Nguyen Cao Lan, member of the City Party Committee, Deputy Head of the Standing Committee of the City Party Committee's Propaganda and Mass Mobilization Commission to work at the City People's Council to introduce his candidacy for the position of Head of the Culture-Social Committee of the Hai Phong City People's Council for the 2021-2026 term.
Assign, mobilize and appoint Ms. Tran Thi Hoang Mai, Member of the City Party Committee, Director of the Department of Culture, Sports and Tourism to hold the position of Permanent Deputy Head of the Propaganda and Mass Mobilization Committee of the Hai Phong City Party Committee.
Mobilize and appoint Ms. Dong Thi Van, Deputy Director of the Department of Construction, to hold the position of Deputy Chief of Office of the Hai Phong City Party Committee.
The conference announced the decisions of the Chairman of the Hai Phong City People's Committee on the termination of Mr. Vu Tien Phung, member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee, from holding the position of Director of the Department of Home Affairs; and the termination of Mr. Le Trung Kien, member of the Standing Committee of the City Party Committee, Vice Chairman of the Hai Phong City People's Committee, from holding the position of Head of the Hai Phong Economic Zone Management Board.
Along with that, the conference announced decisions effective from December 1, 2025, specifically:
Mobilize and appoint Mr. Tran Viet Tuan, member of the City Party Committee, Director of the Department of Foreign Affairs to hold the position of Chief Inspector of Hai Phong City. Mr. Tran Viet Tuan, born in 1971; hometown: Hung Yen; ethnicity: Kinh; date of joining the Party: September 1, 1999.
He has a Master's degree in Public Management Economics and a Senior Degree in Political Theory. Before taking on the position of Head of the Hai Phong City Inspectorate, Mr. Tuan had extensive experience working in many important departments, branches and localities of Hai Phong.
Mobilize and appoint Mr. Pham Van Thep, Member of the Standing Committee of the City Party Committee, Director of the Department of Science and Technology to hold the position of Head of the Hai Phong Economic Zone Management Board.
Receive and appoint Ms. Sai Thi Yen, member of the City Party Committee, Deputy Chief of Office in charge of the City Party Committee Office to hold the position of Director of the Hai Phong Department of Home Affairs.
Receive and appoint Ms. Tran Thi Quynh Trang, City Party Committee member, Party Committee Secretary, Chairwoman of An Duong Ward People's Council to hold the position of Director of Hai Phong Department of Foreign Affairs.
Receive and appoint Mr. Nguyen Thanh Trung, member of the City Party Committee, Head of the Culture-Social Committee, City People's Council to hold the position of Director of the Department of Culture, Sports and Tourism of Hai Phong.
Appoint Mr. Nguyen Cao Thang, member of the City Party Committee, Deputy Director of the Department of Science and Technology to hold the position of Director of the Department of Science and Technology of Hai Phong.
Receive, transfer and appoint Mr. Trinh Nam Hung, Director of Tay Hai Phong Construction Investment Project Management Board to hold the position of Deputy Chief of Office of Hai Phong City People's Committee.
Assign Mr. Le Anh Tuan, Deputy Director of the West Hai Phong Construction Investment Project Management Board to be in charge of and manage the work of the West Hai Phong Construction Investment Project Management Board until the position of Director of the West Hai Phong Construction Investment Project Management Board is completed.
At the announcement ceremony, Hai Phong City Party Secretary Le Tien Chau congratulated and assigned tasks to the transferred and appointed officials; at the same time, he emphasized that all cases achieved absolute consensus in the Standing Committee of the City Party Committee, affirming the high solidarity and unity in the highest leadership of the city.
The Secretary of the Hai Phong City Party Committee requested local Party committees, authorities, agencies and units in the entire political system to spread this spirit; at the same time, he believed that the cadres mobilized and appointed this time would continue to promote the spirit of solidarity, unity, democracy, active and responsible cooperation, and best complete the assigned tasks.

In the context of stronger resources and more open mechanisms, the most important thing is not what we say, but what we can do, how quickly we do it and how measurable the results are. The ultimate measure of leadership, direction and implementation capacity lies in the specific results," Hai Phong City Party Secretary Le Tien Chau emphasized.
Representing the assigned cadres, Mr. Pham Van Thep, Head of the Hai Phong Economic Zone Management Board, accepted all the instructions of the City Party Secretary, affirming that he will continue to study and practice to improve his capacity and qualifications; learn from the experiences of previous cadres; together with the collective leadership, cadres, civil servants, public employees, and workers of the agency and unit, promote tradition, sense of responsibility, effort, and innovation to improve the quality and efficiency of work.
