On the afternoon of November 29, in Ho Chi Minh City, the Ho Chi Minh City Association of Construction Science and Technology (HCMCONS) held its first term congress (2025-2030), marking an important merger between three professional organizations including the Ho Chi Minh City Association of Construction Science and Technology, the Binh Duong Province Construction Association and the Ba Ria - Vung Tau Province Construction Association. Attending the congress were Mr. Nguyen Tuong Van - Deputy Minister of Construction, Ms. Nguyen Truong Nhat Phuong - Vice Chairman of the Ho Chi Minh City People's Council, Mr. Bui Xuan Cuong - Vice Chairman of the Ho Chi Minh City People's Committee.
The merger according to Decision 1433 of the People's Committee of Ho Chi Minh City on the merger of the mass associations established in Binh Duong province, Ba Ria - Vung Tau province, Ho Chi Minh City, into the new mass association in Ho Chi Minh City. Accordingly, the Binh Duong Provincial Construction Association, Ba Ria - Vung Tau Provincial Construction Association, Ho Chi Minh City Construction Science and Technology Association merged into the Ho Chi Minh City Construction Science and Technology Association (new)
This is the largest professional organization in the Southeast region in the construction sector, in the context of an urban area of more than 14 million people facing high demand for infrastructure investment and urban development.

The Congress had 187 official delegates attending and elected the Executive Committee for the first term consisting of 53 members, representing a team of engineers, scientists, design consultants, construction and material enterprises, research institutes and financial organizations. This scale of personnel is expected to help the Association improve its professionalism, critical thinking ability and multi-disciplinary coordination capacity on major regional issues. In its first term, HCMCONS aims to build a specialized database system serving urban management; promote research and application of new technology in construction, supervision and quality management of works; participate in critical thinking on planning projects and key infrastructure investment projects; and at the same time, strengthen training and professional development for members, aiming to standardize capacity according to international practices.
The Association also identified the important task of connecting science and technology resources between the three localities, supporting businesses to access green standards, energy saving solutions and sustainable construction models. In addition, HCMCONS aims to participate more deeply in policy consulting, proposing solutions to improve labor safety, construction material management, as well as promoting regional linkages in the construction of transport infrastructure and compact urban development.

With these orientations, the Ho Chi Minh City Association of Construction Science and Technology hopes to become a focal point for gathering intellectuals, strengthening scientific criticism and accompanying the government in the process of building a modern and sustainable urban area for the entire Ho Chi Minh City - Binh Duong - Ba Ria Vung Tau region in the coming time./.
