
Efforts to bring the Resolution into life
Demonstrating the political determination to make Hai Phong one of the leading localities in the country in social housing construction, in November 2023, the City Party Committee issued Resolution No. 09 on social housing development in the city until 2030. The Resolution identifies the task of developing social housing until 2025 and 2030 as an important driving force for the city's development; proactively linking social housing investment with the socio-economic development plan and considering this one of the key tasks of the Party Committee and the city government. According to the direction of Secretary of the City Party Committee Le Tien Chau, social housing must approach the requirements of commercial housing areas, achieving "3 good": Good location - Good quality - Good price; suitable for people's ability to pay.
Based on Resolution No. 09 of the City Party Committee, the City People's Committee concretized and approved the Project on Social Housing Development in Hai Phong City until 2030. Accordingly, the city proposed many specific mechanisms and solutions to maximize all resources of the Central Government, the city, and enterprises, promote the strength of the whole society to develop social housing; assign specific responsibilities to each department, branch, and locality. In particular, many projects being implemented and planned to be implemented are located in prime locations in the urban center or associated with large industrial parks.
Deputy Head of Hai Phong Economic Zone Management Board Nguyen Thi Bich Dung informed that from the beginning of 2025 until now, many related units have organized groundbreaking and inauguration of worker housing areas such as Pegatron Vietnam Co., Ltd. (in Dinh Vu - Cat Hai economic zone), including 10 multi-storey buildings, providing accommodation for about 10,000 workers; groundbreaking of the social housing project in Dong Hai 2 ward (area 22.48 ha)...
Many other projects in the city are under construction such as: Social housing investment project at 39 Luong Khanh Thien street; 384 Le Thanh Tong street; Lac Vien Warehouse 3; Tan Phu Hung urban area expansion... Among these, there are projects with approved selling prices, rental prices, and apartment handover to residents.
According to Mr. Chen Chi Liang, General Director of Pegatron Vietnam Co., Ltd., the worker housing project effectively contributes to solving some difficult situations of enterprises such as workers do not have to travel far or rent accommodation in areas with inadequate living conditions; enterprises using labor do not have to arrange shuttle buses for workers, helping to save time, costs, and stabilize production.

Speed up to "finish line" on time
According to the Department of Construction, after merging and implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030", the Prime Minister assigned the city a target of developing a total of 49,400 social housing units (including the targets of Hai Phong city and the old Hai Duong province; the target for the period of 2021 - 2025 is 16,555 units and the period of 2026 - 2030 is 32,845 units).
With the efforts of the entire political system, in August 2025, the city plans to complete 1,330 social housing units (achieving the August scenario); in the first 8 months of 2025, it is estimated to complete 5,375 social housing units. Thus, in the total period of 2021 - 2025, Hai Phong plans to complete about 17,291 units, exceeding the Government's target by 736 units.
According to a survey by the Department of Construction, the city currently has more than 70,000 people in urban areas and industrial parks in need of social housing. Comrade Nguyen Hoai Long, Deputy Director of the Department of Construction, informed that in order to continue to expand and create favorable conditions for people to buy social housing, on August 28, 2025, the Department of Construction issued Official Dispatch No. 6390 / SXD-QLN on the implementation of Decision No. 133/2025 / QD-UBND dated August 12, 2025 of the City People's Committee promulgating detailed regulations on cases where people who own houses but are far from their workplaces are considered to enjoy social housing support policies in the city.
Credit institutions and banks in the city are also making efforts to speed up disbursement for households to borrow money to buy social housing. By the end of August 2025, the Hai Phong Social Policy Bank Branch had a total outstanding loan balance of VND 1,005 billion for the social housing loan program, with 2,597 customers still having outstanding loans, completing 80% of the yearly plan. In the last 4 months of 2025, the Hai Phong Social Policy Bank Branch plans to disburse an additional VND 240 billion for the social housing loan package.
In addition to the projects that have been and are under construction, the city continues to approve investment policies for many social housing projects; support investors to complete all procedures quickly and conveniently... in accordance with regulations so that construction can start soon. In the coming time, under the close direction of the City Party Committee, with the high determination of the entire political system, the city is determined to continue to well implement Resolution 09, strive to complete and exceed the social housing target assigned by the Government by 2030, so that Hai Phong is a livable city, improving the living conditions of the people, attracting human resources from other localities, meeting the strong development requirements of the city.
