Provincial Party Secretary Quan Minh Cuong: Speed ​​up investment preparation progress for the Bac Kan - Cao Bang Expressway Project

On the morning of November 1, the Steering Committee (SC) of the Bac Kan - Cao Bang Expressway Construction Investment Project held its first meeting to discuss accelerating the project implementation progress in the investment preparation phase and agree on a number of key tasks in the coming time. Comrade Quan Minh Cuong, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the SC chaired.

Attending the meeting were comrades: Vu Hong Quang, Deputy Secretary of the Provincial Party Committee, Deputy Head of the Steering Committee; Le Hai Hoa, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Standing Steering Committee; leaders of a number of departments, branches, sectors, and members of the project Steering Committee.

The Bac Kan - Cao Bang expressway construction investment project was added by Prime Minister Pham Minh Chinh to the list of important national projects, key to the Transport sector in Decision No. 1673/QD-TTg dated August 6, 2025. Cao Bang Provincial People's Committee was assigned as the competent authority to implement the project.

The project is implemented under the public investment method, using capital from the central budget with a total preliminary investment of about VND 29,968 billion, belonging to group A according to the Public Investment Law 2024.

According to the design consultant, the Project has a total route length of about 81 km, designed according to the highway standard TCVN 5729:2012, scale of 4 lanes, design speed of 80 km/h; roadbed width of 22 m, arranged with continuous emergency lanes. The starting point is at Km 0 + 000 connecting with Cho Moi - Bac Kan highway in Bac Kan ward, Thai Nguyen province. The end point is at Km 81 + 000 at the boundary of Tan Giang ward, Cao Bang province. The section passing through Thai Nguyen province is 60.66 km long. The section passing through Cao Bang province is 20.34 km long through the communes: Minh Khai, Canh Tan, Tan Giang ward.

At the meeting, the Steering Committee members discussed the route direction and the need to establish a Project Management Board. They proposed to study and review some sections of the bridge design and switch to digging and filling roads to reduce costs, because according to the current design of the consulting unit, the bridge construction cost accounts for 59% of the total investment.

In his speech, Secretary of the Provincial Party Committee Quan Minh Cuong emphasized: Along with the Dong Dang - Tra Linh Expressway, the deployment and putting into use of the Bac Kan - Cao Bang Expressway is identified as the biggest goal in the development of the province's strategic transport infrastructure, term 2025 - 2030. The project is in the investment preparation stage, it is requested that departments, branches, members of the Steering Committee, especially the Provincial People's Committee, the Department of Construction direct the consulting unit to study and adjust the route design on the basis of closely following reality, ensuring optimization in 4 aspects: shortest, straightest, most economical and easiest to construct. Absolutely do not increase the total investment level, do not increase capital, do not be negative.

The Provincial Party Secretary agreed on the policy of establishing a Management Board for the Bac Kan - Cao Bang Expressway Construction Investment Project. Assigned the Provincial Party Committee to complete the procedures to propose including the project in the list of Special Public Investment Projects, and submit it to the Government Party Committee for comments. Proactively seek independent design and supervision consulting units applying digital technology and artificial intelligence. The goal is to start the project in the first quarter of 2026, contributing to solving bottlenecks in traffic infrastructure, promoting socio-economic development of the province in the coming period.
