Nghe An Provincial Party Secretary serves as Head of the Steering Committee for site clearance for the North-South high-speed railway project through the province

The Provincial Party Standing Committee issued Decision No. 3995-QD/TU, dated June 30, 2025, establishing the Steering Committee and the Working Group of the Steering Committee for site clearance of the North-South high-speed railway project, section passing through Nghe An province.

The Steering Committee is headed by the Secretary of the Provincial Party Committee and 3 Deputy Heads, including the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee as the Standing Deputy Head; the Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province, Head of the National Assembly Delegation of Nghe An province and the Vice Chairman of the Provincial People's Committee in charge of the transport sector as Deputy Heads of the Steering Committee.

In addition, the Steering Committee members include the Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department and Directors of Departments, Heads of departments and branches: Construction (permanent member); Finance; Agriculture and Environment, Industry and Trade, Justice; Culture, Sports and Tourism; Southeast Economic Zone Management Board, Provincial Military Command, Provincial Police, Provincial Party Committee Office, Provincial People's Committee Office; Nghe An Newspaper and Radio - Television Station; Party secretaries of communes and wards where the Project passes through: Member; Deputy Director of the Railway Project Management Board ( Ministry of Construction ) in charge of the Project section passing through Nghe An province.

The Steering Committee is responsible for advising and assisting the Provincial Party Committee Standing Committee in leading and directing local levels, branches, agencies and units according to their functions and tasks to closely and promptly coordinate with the Ministry of Construction, the Investor, and the Railway Project Management Board (Ministry of Construction) to promptly implement compensation, support and resettlement, site handover and related work contents of the Project to ensure progress and quality.

Periodically or suddenly organize meetings and inspections to review and evaluate implementation results, promptly direct, resolve and remove problems and issues arising related to the province's responsibilities (regarding site clearance, material sources, etc.), handle them according to authority or advise and propose competent authorities to resolve them according to the provisions of law.

Members of the Steering Committee shall, based on the functions and tasks of the agency, unit, and locality where they work, proactively perform related tasks and contents and follow the direction of the Head of the Steering Committee.

The Head of the Steering Committee is responsible for directing the activities of the Steering Committee to complete assigned tasks; in the regular activities of the Steering Committee, authorize the Deputy Head of the Steering Committee to handle tasks within his/her authority.

In addition, the Provincial Party Standing Committee decided to establish a Steering Committee Support Team consisting of 16 members headed by the Director of the Provincial Department of Construction.

The support team is responsible for advising and assisting the Steering Committee in directing the implementation of tasks; assisting the Head of the Steering Committee in developing the work program and related work contents of the Steering Committee; preparing documents, reports and draft conclusions of regular or extraordinary meetings of the Steering Committee; urging and inspecting the implementation of conclusions and instructions of the Head of the Steering Committee and Deputy Heads of the Steering Committee; synthesizing and reporting on the general activities of the Steering Committee and performing other tasks assigned by the Head of the Steering Committee.

In November 2024, at the 8th Session, the National Assembly passed a Resolution on the investment policy of the North-South high-speed railway project. The route is about 1,541 km long, from Ngoc Hoi station ( Hanoi ) to Thu Thiem station (Ho Chi Minh City), passing through 20 provinces and cities (before the province merger).

The project invests in a new double-track line of 1,435 mm gauge, designed speed of 350 km/h, load capacity of 22.5 tons/axle; including 23 passenger stations, 5 freight stations. The line mainly serves passenger transport, with the ability to convert to freight transport when necessary, meeting dual-use requirements for national defense and security.

Total land use demand is about 10,827 hectares, including 3,655 hectares of rice land, 2,567 hectares of forestry land and about 4,605 ​​hectares of other land. The expected population to be resettled is about 120,836 people.

The total preliminary investment is about 1.71 quadrillion VND (67.3 billion USD), from the state budget and other legal sources. The feasibility study report is expected to be prepared from 2025, and basically completed in 2035.

According to the plan submitted to the National Assembly, the North-South high-speed railway section through Nghe An has a length of 85.5 km with the pick-up and drop-off point at Vinh Station.

Vinh Station is proposed to be located in Hung Nguyen Commune (Hung Tay Commune, old Hung Nguyen District), between the 72m wide road axis of VSIP Industrial Park and the new National Highway 46 connecting the West with the city center. This is a 4-track station, all trains stop.

Vinh Depot is located in Lam Thanh commune (Hung Nghia, old Hung Nguyen district) to serve the exploitation of Ngoc Hoi - Vinh section.

High-speed railway depots are used to store and consolidate trains; at the same time, they are places to perform maintenance and repair of locomotives and rolling stock, and inspect road construction vehicles, etc.

On the total length of 85.5 km through Nghe An, it is planned to set up 2 stations to consolidate maintenance equipment (compacting machines, road chopping machines, ballast air conditioners, etc.) and store supplies and materials.

Station 1 is located in Duc Chau commune (Dien Hong commune, old Dien Chau district), serving the maintenance and repair of the section in front of Vinh station in the Thanh Hoa - Vinh section.

Station 2 is located in Vinh depot to ensure effective use of land and convenience in operations. It serves the maintenance and repair of the section behind Vinh Station in Vinh - Ha Tinh section.
