On the morning of September 21, Comrade Nguyen Phi Long, Alternate Member of the Party Central Committee, Secretary of the Provincial Party Committee inspected the landslide situation on Provincial Road 445 ( Hoa Binh City) and the construction progress of the Landslide Prevention and Protection of People's Safety Project at Lu Thao Hill, Rong Vong Hamlet, Lam Son Commune, Luong Son District. Accompanying him were Comrade Dinh Cong Su, Vice Chairman of the Provincial People's Committee; leaders of functional departments, branches and localities.

Provincial Road 445 is 16.50 km long, starting at Km0+00 intersecting with National Highway 6 in Ky Son Ward; ending at Km16+500 in Thinh Minh Commune, Hoa Binh City. There are currently 5 bridges on Provincial Road 445: Ngoi Mong Bridge (Km0+265), Kenh Bridge (Km7+945), Ngoi Mai Bridge (Km8+310), Ngoi Moi Bridge (Km10+980) and Ngoi Tom Bridge (Km14+745). Due to long-term operation and large traffic volume, mainly vehicles carrying construction materials and vehicles serving construction projects in the area, the road surface quality has deteriorated very quickly. The road surface has peeled off, creating potholes, buffalo ridges, and many sections have slope collapses, with the risk of road failure.
The bridges on the route have seriously degraded, causing traffic safety problems. There are 3 unsafe traffic locations on the route at Ngoi Mai Bridge, Ngoi Mong Bridge and the section Km3+600 - Km3+900. On September 19, Ngoi Mong Bridge, Km0+265, subsided, the bridge pier collapsed, and was unable to be used. The Department of Transport has announced a ban on vehicles passing through this area and is organizing traffic diversion.
Ngoi Tom Bridge at Km14+745, Provincial Road 445 is 56m long, 8m wide, and 7m wide. The bridge was invested in construction and put into operation and use since 2003. Due to the impact of rising and receding water from the Da River when discharging floodwaters from the Hoa Binh Hydropower Reservoir and storms from 2023 to 2024, Ngoi Tom Bridge is damaged, affecting traffic safety. The pier has been severely eroded, with an average erosion depth of about 5 - 7m. The upstream and downstream streams of the bridge are still experiencing strong erosion and landslides, continuing to adversely affect the bridge pier and pier, posing a risk of traffic safety and the risk of stopping operation.

During the field inspection, the Provincial Party Secretary requested that the Provincial People's Committee direct departments, branches, and Hoa Binh City to urgently review and assess the current situation, propose solutions to overcome landslides, and invest in repairing and upgrading the road. At the same time, focus on removing difficulties to quickly implement and ensure the quality of the urgent flood prevention project on Pheo Che downstream of the Da River. Focus on constructing a new bridge to replace Ngoi Mong bridge which has seriously subsided and had to stop operating. Have technical solutions to handle weak bridges that have seriously degraded, ensuring traffic safety and serving socio-economic development.
On the same day, the Provincial Party Secretary and the working delegation inspected the construction progress of the project on landslide prevention and protection of people's safety at Lu Thao hill, Rong Vong hamlet, Lam Son commune.
Lu Thao Hill has a steep slope, the top of the hill is about 200m higher than the residential area, the ground is weak, the structure is loose, so the risk of landslides is high. Lu Thao Hill area has landslides, the hill body has many cracks; when it rains heavily, mud flows down the foot of the hill and spreads around, forming slides about 100m long, about 3m deep, about 40 - 60cm wide, at the foot of the hill there is a phenomenon of water bubbling up from the ground, threatening the lives of 43 households in Rong Vong hamlet.
The project was started on the morning of September 19, 2024 under the direction of the Provincial Party Secretary. The project has a total investment of about 30 billion VND, invested by Hoa Binh Urban Investment and Consulting Joint Stock Company (Unik Xanh Joint Stock Company); the land use area is about 4.5 hectares, divided into 2 phases to implement technical solutions to handle landslides to ensure safety for households in Rong Vong hamlet. The project is expected to be completed in June 2025.
The Provincial Party Secretary directed that resolving difficulties and focusing on project implementation is a responsibility for the safety of the people. In that spirit, he requested: The investor closely coordinates with relevant departments, branches and local authorities, focusing on implementation to ensure progress and quality of the project, putting it into operation on schedule; ensuring the safety of people's lives, meeting landscape and environmental requirements.
