On August 17-18, Phan Thanh Commune Party Committee held the 1st Congress of Delegates for the 2025-2030 term. Comrade Quan Minh Cuong, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation attended and directed the Congress.

Phan Thanh Commune was established on the basis of merging two administrative units of Phan Thanh Commune and Mai Long Commune. Currently, the commune has a total natural area of 138.09 km², a population of over 6,600 people with 24 Party organizations. In the 2020 - 2025 term, the Party Committee of the commune promoted the spirit of solidarity, determination, and efforts to overcome difficulties, successfully implementing the Resolution of the Party Congress: Total budget revenue increased steadily with an average growth rate of over 45%/year; over 95% of the population has access to clean water; the rate of cultural families and cultural villages annually reaches over 70%; the rate of people participating in health insurance reaches over 96%. The poverty rate decreased from 89.8% (in 2021) to 69.2% (in 2024.

In the 2025 - 2030 term, the Party Committee of the commune identifies economic development as the center, Party building as the key, cultural development as the spiritual foundation of society, ensuring national defense and security as an important and regular task. Strive: Agricultural production value reaches 32 million VND/ha; State budget revenue increases by 10%/year; by 2030 the commune meets 15/19 new rural criteria; reduces the poverty rate by 3 - 4%/year; the people's happiness index (CB-HPI) reaches 90 points or more, reflecting a satisfactory and sustainable standard of living, ensuring development in terms of opportunities, culture, trust, etc.

Speaking at the Congress, Secretary of the Provincial Party Committee Quan Minh Cuong suggested: The commune Party Committee quickly stabilizes the organization; focuses on building a clean and strong Party Committee, improving leadership capacity; concretizes targets and tasks in accordance with the practical situation. Focus on developing tourism associated with building a cultural lifestyle in residential areas; promoting good traditions, unique and distinctive features in the culture of each ethnic group; promoting the role of village elders, village chiefs, and prestigious people. Promote the development and adoption of policies to support, promote consumption, and promote local OCOP products; carry out digital transformation synchronously and effectively in all fields; strengthen administrative reform; improve medical services and primary health care for the people. Strengthen the mobilization of the strength of the great national unity bloc; Maintain national defense and security, regularly monitor the situation at the grassroots level, promptly handle arising incidents, especially those related to ethnicity and religion in the area.

In the new context, the Commune Party Committee must nurture aspirations, build its own development roadmap, closely linked with the general orientation of the province. Each cadre and Party member must be imbued with the spirit: "People are the root, people are the subject, people are the goal and driving force of development", arousing the will of self-reliance, self-improvement, making the commune increasingly developed, rich, beautiful and civilized.
