Reporting at the meeting, Mr. Nguyen Quang Thu - Party Secretary, Director of the Department of Planning and Investment said that the Department's Party Committee has led the unit to perform well the work of advising the Provincial People's Committee on state management in the fields of planning, planning and development investment. Over the past years, the Department has properly performed its assigned duties and tasks in: planning, socio -economic development plans, public investment plans, advising on creating mechanisms and policies in economic fields, attracting investment resources, restructuring the economy , implementing new economic models, new business methods, and coordinating regional and inter-regional development.

The Department focuses on promoting and attracting domestic and foreign investment in the locality, managing official development assistance (ODA), preferential loans from donors and non-refundable aid sources not included in official development assistance from foreign agencies, organizations and individuals, carrying out bidding and business registration within the locality. The unit also synthesizes and unifies the management of issues related to enterprises, collective economy, cooperatives, private economy, households and other economic organizations, and organizes the provision of public services under the scope of state management in accordance with the law.

Provincial Party Secretary Luong Nguyen Minh Triet acknowledged and highly appreciated the efforts of the Party Committee of the Department of Planning and Investment in leading the implementation of all aspects of work, completing the assigned functions and tasks quite well. The collective unit is united, unified, and does a good job of Party building. The Department has fulfilled its responsibilities and political determination quite well through local socio-economic development, advising and implementing economic recovery policies, supporting businesses, inspecting and examining public investment plans, and especially contributing to building provincial planning products that meet very good requirements.

In addition to the achieved results, according to Provincial Party Secretary Luong Nguyen Minh Triet, the collective unit needs to review the limitations in advisory work related to the low efficiency of public investment capital use, many projects are behind schedule, have to be extended for a long time, low disbursement rate; limited investment promotion and attraction; poor quality of project construction submitted for investment policy. The unit has not promptly advised on economic restructuring and growth model transformation; lacks mechanisms and policies to encourage and revive the collective economy; there are not many suitable and feasible policies to remove difficulties for businesses...

Provincial Party Secretary Luong Nguyen Minh Triet said: "Pointing out shortcomings and limitations is not to criticize, but to help the unit promptly find solutions to overcome them in its management work. The Department is more proactive in advising on contents and issues under its authority; more concerned with the development situation of the locality. Paying comprehensive attention to Party building work in the unit, Party members and cadres of the Department of Planning and Investment need to be pioneers in innovation, creativity, dedication and responsibility for work".

Regarding the recommendations of the Department, Provincial Party Secretary Luong Nguyen Minh Triet acknowledged and assigned the Party Committee of the Provincial People's Committee to study and have more drastic solutions, especially in personnel arrangement, increasing capital sources, increasing investment promotion, and thoroughly handling audit conclusions...
