Secretary Tran Luu Quang: Promoting digital transformation to operate two-level local government

Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang directed the city to apply an open mechanism to call for investment, prioritize infrastructure arrangement, and increase disbursement to meet digital transformation requirements.

According to SGGP, on October 2, Mr. Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee, chaired a meeting of the Ho Chi Minh City Steering Committee on implementing Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation .

Concluding the meeting, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang stated that science and technology, innovation and digital transformation are the top priorities for the city at this time. In particular, he emphasized the need to include these contents in the International Financial Center in Ho Chi Minh City, especially in the selection of personnel for the center.

He requested that Ho Chi Minh City must apply the most open mechanism within its authority to call for investment, process procedures, prioritize infrastructure arrangement; increase disbursement, purchase equipment, invest in infrastructure, meet the requirements for digital transformation, serve the requirements for converting two-level local government. From there, create a foundation for developing science and technology, innovation.

Regarding digital transformation, Ho Chi Minh City Party Secretary Tran Luu Quang said that with the two-level local government model, Ho Chi Minh City has up to 168 communes, wards and towns; if it does not digitally transform, it will fail.

Therefore, he said that from now until the end of this year, it is necessary to soon build a Gantt chart (progress chart) on digital transformation, science and technology, and innovation. The chart must clearly show the tasks, responsible person, implementing unit, and completion time. This will be the basis for evaluating cadres.

At the same time, the city also needs to have flexible and effective training policies for those using the digital transformation system.

Regarding the idea of ​​outsourcing services, the Secretary of the Ho Chi Minh City Party Committee said that it is encouraged to outsource information technology services and human resources for this work to promptly resolve the city's current needs; but quality must be ensured.

The Secretary of the Ho Chi Minh City Party Committee pointed out a number of principles in implementing Resolution 57. Specifically, Ho Chi Minh City must filter and inherit the good and effective practices of Binh Duong and Ba Ria - Vung Tau to apply synchronously in the fields and management scope of the new Ho Chi Minh City.

At the same time, it is necessary to review the regulations of these two localities in the fields of science and technology, innovation and digital transformation; thereby selecting and absorbing the most positive and advanced points to apply uniformly to the whole of Ho Chi Minh City, ensuring rationality, suitability and effectiveness in practice.

The Secretary of the Ho Chi Minh City Party Committee also agreed that the city is ready to apply a new model under the sandbox mechanism (controlled testing mechanism). According to him, Ho Chi Minh City has enough conditions and resources to implement a controlled testing mechanism in the field of science and technology.

During the implementation process, Mr. Tran Luu Quang emphasized that it is necessary to absolutely comply with the Central's instructions, and at the same time proactively and flexibly apply them in accordance with the practical situation of the city.

Ho Chi Minh City has just implemented and promptly proposed and recommended to remove arising difficulties and problems, ensuring the work takes place smoothly and effectively.
