On June 1, Facebook continued to "make waves" with a nearly 4-minute clip recording the scene of 3 women encroaching on the sidewalk to sell goods but cursing, obstructing and throwing food everywhere when being handled by the urban management force. On the Facebook account of D.Th.Ph, the clip attracted more than 1.1 million views, 8,900 comments and nearly 2,000 shares after only a few days of posting.

According to the clip, these people use carts and hang signs selling Quang noodles right on the sidewalk. In the clip, the urban management force with the participation of the police comes to work and handle the situation. At first, a woman stands up and curses with defiant and obscene words.
When the authorities forced the cart to be loaded onto the official truck, the women struggled and prevented them, causing the basket of dishes to fall onto the road. The three women picked up the dishes and threw them into the truck and onto the ground… Then, one of them threw noodles at the urban management force… along with cursing. This person also threw a pot of water around. The authorities quickly stopped these people, ensuring security and order.

Mr. Le Quang Lan, Captain of the Hue City Urban Management Team, confirmed that this clip recorded the team's forces coordinating with Gia Hoi Ward to handle the sidewalk encroachment. The incident was recorded by the Hue City Urban Management Team on the morning of April 18 on Chi Lang Street, Gia Hoi Ward.
Accordingly, these people committed an administrative violation of using the sidewalk of Chi Lang Street to conduct business services, causing traffic obstruction. The Hue City Urban Management Team temporarily seized a used cart. However, the minutes drawn up did not show the violators.

Mr. Tran Song, Vice Chairman of Hue City People's Committee, said that after receiving the report from Hue City Urban Management Team, he directed Hue City Police to verify and strictly handle these people, but so far he has not received a response.
According to Lieutenant Colonel Hoang Lien Son, Deputy Chief of Hue City Police, the authorities have verified and handled the case. Accordingly, the behavior of these people does not warrant criminal prosecution. Handling administrative violations of sidewalk encroachment falls under the authority of the urban management force.
